Amendment Two – Questions and Answers for Ice & Water Machine Rental (EVT0010794)

This document is an addendum containing questions and answers issued by the Kansas Department for Children and Families (DCF) through the Kansas Office of Procurement and Contracts in response to bidder inquiries regarding a Request for Proposal for ice and water machine rental services. The amendment clarifies specifications and requirements for the procurement, which involves an indefinite quantity contract for machine rentals across multiple DCF offices and Bureau of Employees Program (BEP) vending and cafeteria locations throughout Kansas. The procurement does not guarantee a minimum or maximum number of machines or locations. The state anticipates leasing primarily ice machines with the option for water machines and combination units, with equipment to be placed in office, breakroom, and cafeteria environments. The agency currently has machines in place, some owned and some leased through Easy Ice, but does not possess a complete model inventory. Vendors are permitted to submit bids with both 12-month and 24-month lease term options, though the state indicated that most machines will likely require 12-month agreements aligned with the state fiscal year. The original RFP closing date was June 2, 2026, with Amendment Two closing on June 16, 2026, at 2:00 PM CST. The Procurement Officer is Lily Lundy (785-296-0714; lily.lundy@ks.gov).

The amendment clarifies that vendors may structure pricing to include additional travel or mileage charges for locations outside their normal service area and that equipment configurations and models may vary by location based on usage needs. The state will consider alternative preventative maintenance schedules if supported by filtration and manufacturer recommendations, rather than adhering strictly to a mandatory monthly service visit requirement. The state indicated flexibility regarding machine type selection, specifying that the choice between countertop units and freestanding cabinet-style units, as well as ice production and storage capacity, will vary by location based on actual requirements. A signed copy of Amendment Two must be submitted with all bid responses.
