About this file

This document is an Amendment One to the Request for Proposal (RFP) issued by the Kansas Department for Aging and Disability Services (KDADS), Behavioral Health Services division, soliciting comprehensive conference planning services for the annual Kansas Prevention Collaborative (KPC) Conference. The amendment provides clarifications and answers to 35 vendor questions regarding the scope of work, which encompasses full-service planning, coordination, and onsite management for an established three-day statewide event in its ninth to tenth year of operation, anticipating 250-350 participants. The vendor will serve as the primary project manager and liaison, managing all aspects including venue selection and coordination, budget development, registration systems, presenter recruitment, exhibitor and sponsor coordination, marketing, and full onsite conference management. The RFP closing date is June 2, 2026, at 2:00 PM CST, with the contract period running from October 1, 2026, through June 30, 2027, with optional renewal periods through June 30, 2029.

The amendment clarifies that compensation is entirely structured as retroactive reimbursement with no advance funding provided for upfront costs such as venue deposits, catering minimums, or speaker expenses. The awarded contractor will execute and financially obligate all vendor agreements directly, collect and hold registration and sponsorship revenue through its own payment system, and bear financial responsibility for any shortfall between revenue and expenses, though bidders should propose budgets designed for a self-sustaining or revenue-neutral conference model. The vendor will be responsible for all Continuing Education Credit (CEU) administration, including application submission, coordination with accrediting bodies, attendance tracking, evaluation forms, certificate issuance, and post-event reporting. Monthly reimbursement-based invoicing will be utilized, with approved allowable expenses subject to State reimbursement requirements and supporting documentation. The amendment indicates this is a new contract with no incumbent, and bidders may access historical conference information through the Kansas Prevention Collaborative website to inform their proposals.
