About this file
This is Amendment 1 to a Request for Proposal issued by the Kansas Department of Health and Environment (KDHE) Office of Procurement and Contracts for a Trauma Registry Web-Based Application (Event Number EVT0010525). The amendment provides clarifications and responses to 72 bidder questions submitted regarding the solicitation. The RFP seeks a comprehensive web-based application capable of collecting, storing, reporting, and tracking trauma data for the Kansas Trauma Program, supporting approximately 127 hospitals with 2-7 users each plus 5 KDHE state employees. The application must accommodate approximately 15,000 annual trauma cases with scalability for growth, import approximately 200,000 historical records dating back to 2016, and support integration with existing state databases including the Kansas EMS registry, rehabilitation records, vital statistics, and traffic crash records. The proposal closing date is November 19, 2025, at 2:00 PM CST, with a targeted go-live date of June 1, 2026, and a pilot rollout period planned for approximately June 2026. The initial contract term is three years from final signature with options to renew for two additional twelve-month periods. The Procurement Officer is Tyrone Gasper (Tyrone.Gasper@ks.gov, 785-296-3126).
The amendment clarifies that KDHE will accept both custom-developed solutions and configured Commercial-Off-The-Shelf (COTS) platforms, with preference for cloud-hosted SaaS solutions provided and maintained by the vendor. The state does not have a specified budget available and requires bidders to complete a cost sheet detailing implementation costs, annual licensing and support fees, and training expenses. Key requirements include HIPAA compliance, WCAG 2.1 Level AA accessibility with VPAT documentation at submission, role-based access control, vendor-hosted multiple environments (Development, Test, UAT, Production), and support for Epic and Cerner EHR systems. The vendor must procure Abbreviated Injury Scale (AIS) licenses, provide on-site training twice per contract year, and maintain Service Level Agreements with critical incidents requiring action within 1 hour and resolution within 12 hours. No incumbent vendor is identified, and no offshore resources are permitted for configuration, development, or QA, though subcontractor experience may be accepted toward the five-year minimum experience requirement. Demonstrations may be required at the state's discretion as part of the evaluation process.
