Bid Event No.: 4336 hired as part of this project, they are also held to the same licensing requirements. This job will not have Davis Bacon requirement.

Project Description:

This project seeks to renovate and repair building components in Minneapolis housing.

Building components may contain lead-based paint which may cause a health problem for residents. This includes deteriorating or deteriorated lead-based paint, defined in MDH rules (Chapter 4761.0200 Subpart 8) as “…paint that has become or is becoming chipped peeled, or otherwise separated from its substrate or that is attached to a damaged substrate…” and areas containing intact lead-based paint deemed likely to become a hazard in the future. All testing for lead-based paint was performed by MHD staff licensed through the State of Minnesota.

Renovation activities may include but not be limited to, stabilizing areas of loose and flaking paint on interior and exterior walls and building surfaces, replacement of windows, encapsulation of areas of deteriorating lead paint, replacement or maintenance of building components, floor and deck repair, and minor roof and plumbing repair.

This project may include requests for bids on multiple dwelling units along with specialty trades. Please review the full document, as a failure to provide a response for all the properties and work listed will result in a forfeiture of the bid submission. The bid response will require a cost for individual work items, and the award will be made to the lowest responsible bidder for the entire project. If the bid contains multiple dwelling units, there will be one award made to the lowest responsible bid for the sum of the work on all properties.

Contractors are encouraged to visit a property prior to submitting a bid. MHD will not be organizing a site meeting prior to bid award but can coordinate between all parties after the award announcement and before the project has started for a final review.

If contractor submits a bid without seeing the property, the Contractor will be responsible for holding their prices if going “site unseen”. Names and contact information for the property owners are included in the bid packet. Please review and complete the following pages and return to the Minneapolis Health Department.

Time Frame:

Contractors will receive an award announcement from the City so that they can order construction components such as windows in a timely manner. Contractors selected to perform the work included in this bid, shall complete the project to the best of their ability, within eight weeks of receipt of the work approval from MHD unless otherwise scheduled.

Work Area Containment and/or Relocation:

Bid Event No.: 4336

Lead-safe work practices must be followed as part of this project. This includes work site containment and occupant protection. If properties in this project are occupied, residents may need to be relocated for the duration of the renovation. MHD staff can assist with coordinating work start dates between the property residents and the contractor prior to scheduling. MHD will do its best to ensure that residents are out of the buildings at scheduled work times; nevertheless, due to the nature of this work, delays, especially on Monday mornings, may occasionally occur.

Additionally, residents are informed and required to move furniture and possessions before the work start date or vacating the property. Occasionally furniture may have to be moved by the contractor to allow renovation activities to be conducted.

Post-Renovation Cleaning and Clearance Requirements:

Before the project is considered complete, contractors will be required to submit to MHD a post-renovation cleaning verification. MHD staff will also perform a visual inspection to ensure adequate cleaning has been conducted. MHD will consider the project incomplete if a visual assessment identifies dust, debris, building components or other conditions within the work area. The work area includes both the interior and exterior of the property.

Contractors selected to perform the work included in this bid, shall complete the project to the best of their ability, Bid Ev ent No.: 4336 Lead-safe work practices must be followed as part of this project.

MHD will consider the project incomplete if a visual assessment identifies dust, debris, building components or other
