About this file

This is a Price Schedule exhibit for a Request for Proposal issued by the Minnesota Department of Transportation through the Department of Administration for E-ZPASS Toll Lane System Equipment and Installation services. The project involves procuring Radio Frequency Identification (RFID) technology and installation services to implement a new Minnesota E-ZPASS Express Lanes roadside system on I-35E and I-394. The system must support Minnesota's current SeGo RFID protocol as well as both TDM and 6C protocols to enable Electronic Toll Collection interoperability. Responders must provide pricing for all line items including RFID reader hardware and software, antenna lane kits, maintenance support at multiple tier levels, traffic control, spare parts, documentation deliverables, factory acceptance testing, training, and comprehensive installation and support services for both corridor locations. Questions and clarifications must be submitted in writing to the designated Acquisitions Management Specialist by September 24, 2026, and all responses must be submitted electronically through the SWIFT Portal. The resulting contract is designated as Master Contract M-564 and will be established on an ongoing basis to support Minnesota E-ZPASS operations.

Responders must submit unit prices for all line items to be considered for award. Pricing is requested for individual components such as RFID readers, antennas, GPS modules, and power supplies on a per-unit basis, as well as labor rates for Tier 1 hourly support and Tier 2 daily support with fully loaded rates. Line items 15 and 16 request lump-sum pricing for complete installation and support services at the two corridor locations, each including all labor, hardware, equipment, maintenance of traffic, travel expenses, permits, licenses, bonds, protocol configuration, commissioning and operational testing, and delivery of operations and maintenance documentation. Maintenance support services will be provided on a time-and-materials basis, while Tier 2 direct expenses are limited to non-local travel and will include lodging and meal costs incurred during on-site work.
