EVALUATION CRITERIA

Evaluation Criteria This is a best value award, and the evaluation criteria for this award will be based on the factors and weights assigned to each factor that are detailed below.

If subcontractor(s) will be used to perform the fieldwork in Puerto Rico, the subcontractor(s) will be included in the evaluation and proposals must include adequate information to allow an evaluation of the prime and subcontractors.

Technical/Management Approach (Factor 1):

(1) Demonstrated understanding of the SOW in terms of developing and implementing an operational plan for completing fieldwork at sites in order of priority and compiling the data into the required GIS and database formats/files.

Weighting: 30%

(2) Ability to complete the work in the established time based on information provided in the quote/proposal and the inclusion of appropriate budget information related to costs associated with fieldwork, reporting, and data management.

Weighting: 15%

Past Performance (Factor 2):

(1) Demonstrated ability to perform the work described in the SOW. This should be demonstrated through examples of similar work performing underwater surveys of benthic habitats and coral demographics, and can include fish surveys. Methods used in past work must include underwater transects. Familiarity with Caribbean corals is essential so ability to correctly identify ESA-listed corals must be demonstrated through examples of past work involving these species.

Weighting: 25%

(2) Demonstrated experience creating and managing spatial and field data. This should be demonstrated through examples of similar work creating GIS files, compatible with ArcGIS, and datasets from data collected in the field.

Weighting: 20%

Other Factors (Factor 3):

(1) Experience working in Puerto Rico and demonstrated familiarity with the locations of the FUDS as reflected by proposed schedule and logistics contained in the quote/proposal, including travel.

Weighting: 10%

Order of Importance Factors 1 and 2 are equal and more important than Factor 3.

Cost/Price (least important) In performing the best value trade-off analysis, all non-cost evaluation factors, when combined, are MORE IMPORTANT than cost/price.
