Evaluation Factors for Award
The factors in order of importance are: technical, cost, and past performance. Although technical factors are of paramount consideration in the award of the contract, past performance and cost/price are also important to the overall contract award decision. All evaluation factors other than cost or price, when combined, are significantly more important than cost. The Government intends to make an award(s) to the offeror whose proposal provides the best overall value to the Government.
Technical Factors
Factor 1:
The offeror demonstrated the ability to provide a CLIA-approved clinical laboratory with facilities and appropriate devices to perform homocysteine assays.
Factor 2:
The offeror demonstrated the capability to perform homocysteine assays on frozen blood samples by providing evidence of previous work and by proposing methods for demonstrating consistency and accuracy in their assay methods such as reference samples and repeated assays on the same samples.
