EVALUATION CRITERIA
Proposals must address each of the following criteria. Each proposal may be awarded points up to the numeric value listed. Points will be awarded in compliance with NMSA 13-1-21 for New Mexico In- State Resident/Native American Resident Business and Resident Veteran/Native American Veteran Business. If proposal is Joint Venture, Respondent shall state in submitted proposal the percentage of work that will be performed by Resident Business and/or Resident Veteran Business. Please Note: A Respondent cannot be awarded both a resident preference and a resident veteran business preference.
Respondent shall include in their proposal a copy of certificate issued by State of New Mexico Taxation & Revenue. Note: FAILURE to adequately address and meet the above requirements may be cause for the proposal to be deemed non-responsive by the procurement officer.

Weight % Fit with Curriculum
The data platform must be tied to available textbooks that directly use its features. This is especially needed in courses related to Fixed Income, Derivatives, Equity Investments, Economic Indicators, Energy, and Supply Chain.
The data provider must offer features that incorporate large language models to process financial and economic data. It should also provide analysis of archival information on a variety of markets in addition to economic and political events. This is a necessary feature as many courses are incorporating AI features to keep up with industry standards.
Ready access to best practices from other educational users in terms of case studies and seminars offered by the data provider.
Data Screens, Templates, and access to Primary Sources The data screens need to be versatile and easy to access. The type of access referred to here is not web access but access to the screens and templates.
The user must have access to real-time data domestic and international news events and markets. In addition, access to pdf documents that are the primary sources must be easy to access and download.
The customized templates must offer computations that are easily incorporated in courses in finance and economics.
Student Networking and Certification The data provider must give information on alumni who are on the provider’s network.
Students must have access to send chat messages and emails to alumni on the network as well as others in the industry of their choice.
The data provider must provide training modules that culminate in a certification that is recognized worldwide.
Provider’s Help: Physical visits as well as online on a 24/7 basis Users must be able to obtain help instantly on a 24/7 basis.
The help must be offered in chat format that can be archived as well as on a phone call basis.
If needed, the provider’s representative should be able to visit our university and give a demonstration/training in the use of the portals.
Cost Respondent must provide a detailed pricing for services
Total Possible Points
New Mexico Resident/Native American Business Preference:
Eight percent of the total possible points to a resident business.
Respondent shall include a copy of their Resident/Native American Certificate issued by State of New Mexico Taxation & Revenue Department.

Veteran New Mexico Resident/Native American Business Preference:
Ten percent of the total possible points to a resident veteran business. To qualify a Respondent shall include a copy of their Resident Veteran/Native Veteran Certificate issued by State of New Mexico Taxation & Revenue Department.
