NMSU, as a land-grant university serving New Mexico's diverse population, has a statewide system with multiple campuses, research centers, and over 25,000 students. The RFP includes provisions for potential preferences for resident businesses, Native American businesses, and veteran-owned businesses, with additional points potentially awarded during evaluation. Respondents must submit proposals through NMSU's online bidding system, with a 35-page limit for submissions. The university emphasizes strict communication guidelines, prohibiting direct contact with evaluation committee members and other personnel. Proposals will be evaluated based on specific criteria, which are detailed in a separate attachment. Potential contractors must comply with New Mexico's Procurement Code and are advised of potential civil and criminal penalties for violations.
