PURPOSE
These specifications are intended to procure an apparatus capable of withstanding the demands of firefighting and rescue service.
The apparatus shall be constructed with appropriate consideration for the nature and distribution of the loads it will carry and the service conditions it will encounter.
All parts not specifically identified but required to provide a complete fire apparatus shall be furnished and shall follow recognized emergency vehicle industry best practices.
Where these specifications identify specific brand names, model numbers, dimensions, or component capacities, those items shall be supplied because they have been selected for reliability and local replacement availability.
Bidders shall state in their proposal the number of years of experience they have building aluminum cabs and bodies for emergency services.
The apparatus and all major components shall be manufactured in the United States.
REGULATION COMPLIANCE
Where applicable, the Bidder’s specifications shall fully comply with applicable NFPA recommendations, Underwriters Laboratories Inc. requirements, State Inspection-Insurance Board requirements, and all State and Federal Department of Transportation vehicle regulations in effect at contract signing.
Storing or keeping the apparatus in any building owned or occupied by the Purchaser during the period described above, with the Bidder’s permission, shall not constitute acceptance of the apparatus.
ROAD REQUIREMENTS
The Bidder shall road test the fully loaded apparatus during a continuous ten (10) mile run under typical driving conditions. During the test, the apparatus shall show no loss of power or overheating. The transmission, drive shafts, front and rear axles, and related components shall operate quietly and remain free of abnormal vibration or noise throughout the apparatus operating range.
FORM AND DOCUMENT REQUIREMENTS
The Bidder shall submit a certified weight distribution diagram with the bid, including the payload capacity, calculated as gross vehicle weight less the empty apparatus weight.
The Bidder shall submit, with the bid, a list of at least one hundred (10) similar vehicles previously manufactured.
The list shall include the names, addresses, and telephone numbers of the Purchasers’ Fire Chiefs.
The Bidder shall provide a statement, signed by a company officer, guaranteeing that replacement parts for all body-builder-manufactured components will be available for at least twenty (20) years.
The Bidder shall furnish, with the bid, a sample inspection-criteria form used during the apparatus paint process.
The form shall identify the painted areas, painting dates, type and quantity of primer and finish paints used, and a graded scale for finish paint quality. The form shall require the body builder’s paint supervisor to sign and date each approved step.
Each bid shall include the Bidder’s full business address. The name of each person signing the bid shall be typed or printed below the signature.
The Bidder shall provide the name, full address, and telephone number of the authorized sales representative responsible for coordinating the Contract and apparatus delivery.

THREE-DIMENSIONAL BODY DRAWING
The Bidder shall submit, with the proposal, a three-dimensional drawing of its typical extruded aluminum body. The drawing shall identify each aluminum extrusion used, including its type, shape, and location, and shall show where the body crossmembers mount to the chassis frame.
The drawing shall be provided to give the Purchaser a clear understanding of the unit’s structural integrity.
WIRING DIAGRAM
The Bidder shall submit a wiring diagram typical of the unit being bid so the Purchaser can review the Bidder’s overall electrical system.
EXCEPTIONS, VARIATIONS OR CLARIFICATIONS
Each Bidder shall provide a complete and accurate description of the proposed apparatus.
To allow fair and consistent comparison of proposals, the Bidder shall present the apparatus description in the same sequence as this bid specification.
Because components specified by brand, model number, dimension, size, or capacity are readily available to all Bidders, any proposed variations or alternates shall be clearly detailed.
For proposal comparison, all exceptions, variations, or clarifications to these specifications shall be listed on a separate sheet with the Bidder’s letterhead and included with the bid. Each item shall be numbered to correspond with the applicable numbered item in these specifications.
Each Bidder shall submit these specifications with the proposal, underline every item where the proposal differs, and number each difference consecutively. Each number shall correspond to the Bidder’s exception, variation, or clarification page included with the proposal.
NOTE: Failure to list every exception in the required manner shall result in rejection of the Bidder’s proposal. A general statement taking “total exception” to the specifications shall also result in rejection of the bid.
PATENT INDEMNIFICATION BY BIDDER
If awarded the Contract, the Bidder shall indemnify and defend the Purchaser against all patent infringement claims, suits, and liabilities arising from the use of any patented process, device, article, apparatus component, or appliance furnished under the Contract, including claims made against the Purchaser’s officials or agents.
COMPLETION
The Bidder shall state the estimated number of calendar days required to complete the apparatus after contract award. The Bidder shall not be liable for delivery delays caused by events beyond its control, including accidents, strikes, or floods.
PRICING, TERMS AND CONTRACTS
The bid price shall exclude all local, State, and Federal taxes. The Bidder shall not be liable for any State or Federal tax mandated after the Contract for this apparatus is signed. The Bidder shall state whether the price includes delivery to the Purchaser and shall itemize the delivery cost separately for Purchaser evaluation.
Payment for the chassis shall be made to the body builder upon chassis completion. The remaining Contract balance shall be paid upon completion of the body at the body builder’s facility.

Any Contract entered into by the Purchaser shall include these attached specifications and the Bidder’s proposal specifications.
AWARD OF CONTRACT
The Contract will be awarded as soon as practicable to the lowest responsible Bidder, provided the bid is responsive to the specifications, reasonable, and, in the Purchaser’s sole judgment, in the Purchaser’s best interest to accept.
The Purchaser reserves the right to waive any informality in received bids when doing so is in the Purchaser’s best interest, and to accept any bid item unless otherwise specified by the Purchaser or Bidder.
Upon request, each Bidder shall provide specific evidence of experience, qualifications, and financial ability to perform the Contract. The Bidder’s financial capability shall be a significant factor in the bid evaluation.
WITHDRAWAL OF BIDS
Bidders may withdraw bids by certified mail or telegraphic request before the date and time set for bid opening.
Negligence by the Bidder in preparing the bid shall not provide a right to withdraw the bid after it has been opened.
