About this file
This document is an Addendum No. 1 to a Request for Qualifications (RFQ) issued by Sam Houston State University for Indefinite Delivery-Indefinite Quantity (IDIQ) Architectural Services, RFQ No. 753-23-00022. The RFQ was originally posted on November 2, 2022, and this Addendum No. 1 was issued on November 23, 2022. The RFQ is seeking qualifications from primary architect firms to provide IDIQ architectural services, including the involvement of consultants. The RFQ provides guidance on required information, such as identifying key professionals, providing resumes, and indicating the use of consultants or sub-consultants. Additionally, the RFQ requests information on the respondent's past representative projects, including construction cost estimates, final construction costs, project sizes, types of construction, and planned versus actual project durations.
The RFQ specifies a page limit for the responses and indicates that the current IDIQ services are expiring in January 2023, necessitating this new solicitation. The RFQ also addresses various questions and answers related to the submission requirements, including the use of consultants, the submission of a Historically Underutilized Business (HUB) Subcontracting Plan, and the scope of services expected from the selected firms.

Item Question Answer 1 3.3.1 Identify the key professionals that will be involved in providing IDIQ
A/E services and their likely roles. Specifically name the person who will support the oversight efforts with Sam Houston State University.
A/E services would include consultants (especially engineering) correct or do you want just primary firm responses here? If providing responses for 2/3 consultants, would you prefer us to include responses from the whole consulting team/ all three?
We are soliciting for primary architect firms. Consultants may be included but please note the page limit for the RFQ.
2 3.3.2 Provide resumes stating the experience and expertise of the professionals that will be involved in providing IDIQ A/E services, including their experience with similar tasks, the number of years with the firm, and their city of residence.

We are soliciting for primary architect firms. Consultants may be included but please note the page limit for the RFQ.
3 3.3.3 Indicate whether the Respondent intends to use consultants or sub-consultants in rendering professional services to the Owner. If so, indicate the roles of such consultants and describe the Respondent’s process in working with consultants and integrating them into the process of providing IDIQ A/E services.
Is this then not a reiteration of 3.3.1 aside from responses on team management and coordination approach?
3.3.1 is identifying the key professionals from the qualifying A/E team.
3.3.3 is asking you to give your intentions of using consultants and what role they will be playing, and the A/E firms process of integrating them into the A/E services.
4 3.4: Performance on Past Representative Projects.
Should we include projects from our engineering consultants as well or are you wanting just from the primary firm since consultants are not listed?
The past projects should represent projects designed by the submitting Primary A/E firm.
5 The RFQ is for IDIQ Architectural/ Engineering services, however the submission is requiring a HSP with a goal of 23.7%. Is Sam Houston State wanting firms to submit a HSP of subconsultants, who we think we might need depending on the type of project given?
If you are doing all the work then you are self-performing. If there is the potential for outsourcing at some point based on the scope of the job, go ahead and list the potentials with the % marked TBD.
6 We would like to see if you can provide some insight on why this RFQ was released when you just selected architects two years ago?
The current IDIQ services expire in January, 2023, and it was SHSU’s decision to go back out for IDIQ.

7 Given that the services required for individual projects under the IDIQ contract are unknown at this time, can an MEP firm submit as prime and self-perform with a letter of HUB commitment and understanding that subconsultants for other services would be provided as appropriate for individual IDIQ projects?
We are looking for full architectural services for this IDIQ. We have MEP, structural, civil and Cx firms signed up for IDIQ contracts for projects that just require those services. On a project that requires multiple disciplines the architecture firm would select the engineering consultants. When projects like this come up the architecture firm typically asks us who we have under contract for other disciplines and will try to use them first, but that is not required.

9 Regarding 3.2.1 Provide the following information for the Respondent, does this information need to be provided for each proposed subconsultant if subconsultants are required?
a. 3.2.1.1 Legal name of the firm as registered with the Secretary of State of Texas
b. 3.2.1.2 Address of the office that will be providing services

10 Regarding Criterion Four and the following required info we are to show for our IDIQ experience. For each IDIQ contract we have includes numerous projects (some up to 30 projects per contract). How would you like us to show the following for each IDIQ project? Can you confirm the blue answers below are sufficient for the IDIQ project examples?
