About this file
This is a Request for Information (RFI) issued by the State of Texas regarding an Integrated Flight Management System. The document seeks vendor input on the procurement approach, system requirements, and implementation strategy for modernizing flight management capabilities. The RFI invites potential bidders to provide technical proposals, cost estimates, and implementation timelines for developing or providing an integrated flight management solution. Responses to this RFI are due by the specified deadline outlined in the document, with the intent to inform a formal procurement process. No specific site visits or bidder conferences are mentioned in this RFI phase, as the primary objective is to gather market intelligence and vendor capability information to support the State's procurement planning.
Pricing and cost structure details will be developed following the RFI process based on vendor responses and the State's evaluation of available solutions. The RFI does not establish specific set-asides, identify incumbents, or commit funding at this stage. The document serves as a preliminary market research tool to understand vendor capabilities, technical approaches, and cost considerations before the State issues a formal solicitation. Vendors responding to this RFI should provide comprehensive information regarding their technical qualifications, relevant experience, implementation methodology, and financial viability to support the State's decision-making process for the subsequent formal procurement phase.
