About this file

This is an Invitation to Bid (ITB) from Texas A&M University, Division of Finance and Business Services Procurement Services, for a Master Agreement to establish pavement and road marking, painting services, and supplies on the Texas A&M campus in College Station, Texas. The solicitation seeks a single vendor to provide comprehensive pavement marking services including prep cleaning, removal, restriping, repainting, installation of wheel stops, posts, signs, and thermoplastic markings. Services encompass multiple marking types such as reflectorized and non-reflectorized lines in various widths (4" to 24"), directional arrows, handicap emblems, bike lane markings, words, and railroad crossing symbols. The pricing schedule includes 197 detailed line items covering mobilization fees, equipment specifications, material standards, and labor components across different surface preparation methods (pressure washing and sandblasting). The Master Agreement will commence September 1, 2026, and continue for one initial year with the option to automatically renew for four successive one-year periods, not to exceed five years total. The estimated annual expenditure is $300,000. Responses must include three professional references from the past two years, firm unit pricing for all line items, and maximum percentage increase quotes for each potential renewal period.

All pricing must remain firm for the initial agreement term, with no additional charges accepted beyond those explicitly stated in the vendor response unless approved through formal Change Order. The contractor must comply with Texas A&M's Standard Terms and Conditions and provide proof of comprehensive insurance prior to commencing work, including Workers' Compensation, Commercial General Liability with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, Business Auto Liability of $1,000,000, and Excess/Umbrella Liability ensuring combined limits of $5,000,000. The successful vendor must designate the Board of Regents for the Texas A&M University System as an additional insured on all applicable policies. The solicitation is extended to all Texas State Agencies classified as Institutions of Higher Education, though individual agencies may elect not to utilize the agreement. Texas A&M reserves the right to reject all bids, terminate the agreement without penalty due to non-performance or lack of legislative appropriations upon thirty days' notice, and make award decisions based on best value criteria including price, vendor reputation, quality, service delivery capability, past performance, compliance with historically underutilized business requirements, and long-term cost implications. Failure to submit a comprehensive State of Texas Subcontracting Plan may result in rejection of the bid as non-responsive.
