The agreement establishes the contractual relationship between the STATE OF TEXAS, acting through the Texas Military Department as the OWNER, and a selected CONTRACTOR. The contract documents incorporate multiple components including the Request for Proposal, the Contractor's Proposal, Contract Award, Uniform General and Supplemental General Conditions, HUB Subcontracting Plan, Drawings/Plans and Specifications, Statement of Work, Prevailing Wage Schedule, and any issued Addendums or Change Orders. The CONTRACTOR is obligated to furnish all labor, materials, equipment, and services necessary to commence and complete the specified public works project in accordance with the contract documents, with work commencement occurring upon issuance of a written NOTICE TO PROCEED and completion required within a specified number of calendar days unless otherwise agreed upon in writing.

The CONTRACTOR is required to carry Builder's Risk insurance covering fire, extended coverage, vandalism, malicious mischief, theft, flood, earth movement, and storm events as applicable. The agreement is subject to audit authority by the State Auditor's Office and requires full cooperation with any audits or investigations. The contract term extends until a specified month, day, and year unless extended by amendment, with all legal venue and payment obligations fixed in Travis County, Texas. Changes to the work must be authorized in writing by the State Contracting Officer prior to commencement, with unauthorized expenses becoming the CONTRACTOR's responsibility.
