About this file

This Statement of Work (SOW) is issued by the Texas Department of Public Safety (DPS) for annual preventative maintenance, inspection, testing, and certification of fire alarm systems across multiple regional locations. The contractor will be responsible for servicing eleven DPS facilities in Region 1, including headquarters and crime lab locations in Tyler and Garland, as well as facilities in Longview, Marshall, Mount Pleasant, Palestine, Athens, and Decatur. The fire alarm systems contain varying quantities of components including photo detectors, heat detectors, manual pull stations, speakers, strobes, duct detectors, and horns, with the facilities ranging from approximately 4,440 to 60,000 square feet across one to four floors. All work must comply with the current edition of NFPA 72 standards and equipment manufacturers' recommendations. Inspections and functional testing will be scheduled in coordination with the DPS Contract Monitor during regular business hours (Monday through Friday, 8:00 am to 5:00 pm), with the exception of audible device testing, which must occur outside business hours and requires advance approval.

The contractor must provide all necessary equipment, tools, safety gear, and personnel required to complete the work, including lifts, ladders, and scaffolding for device access. DPS will provide minor assistance such as escorting, access to secured areas, and device location. Upon completion of inspections and testing, the contractor must deliver a detailed written report within one week, documenting all findings, deficiencies, smoke detector sensitivity analysis, and recommendations. The contractor must also provide separate pricing proposals for repair or replacement of any deficient items discovered, as repairs and replacements are not included under the inspection contract. Billing will occur as services are provided, with each invoice accompanied by a signed work order referencing the location, purchase order number, and itemized services performed. The contract reserves DPS's right to add or remove locations as needed, and all bid prices will remain in effect for the contract term.
