About this file
This Addendum 1 document is issued by the Teacher Retirement System of Texas (TRS) to provide clarifications and supplementary information for the Wireless/Cellular Telecommunication Services Request for Proposals (Solicitation Number TRS000648). The addendum addresses three key submitted questions and provides attendee information from the pre-proposal conference held on May 8, 2026. TRS clarified that it will utilize the draft contract document included in the RFP and PAVES portal rather than a DIR contract, confirmed it is not seeking mobility equipment refresh but prefers Apple smartphones, and identified T-Mobile as the current mobility provider. The proposal deadline is May 27, 2026, at 3:00 p.m. Central Time, with submission required through the PAVES portal. The document emphasizes that vendors must acknowledge receipt of the addendum by signing and dating the cover page and including it with their submitted response; failure to do so may render the response non-responsive.
The addendum includes comprehensive guidance on PAVES account registration, solicitation participation, and proposal submission procedures. It mandates that all respondents complete a Veteran Heroes United in Business (VetHUB) Subcontracting Plan, even if not subcontracting, as the contract exceeds $100,000 over its life. If subcontracting becomes necessary, vendors must document solicitation of at least three VetHUB vendors for each scope of work and two trade organizations, with ongoing monthly Progress Assessment Reports required following contract award. Vendors must submit proposals in acceptable formats (Word .docx, PDF, or Excel .xlsx) and follow all PAVES submission protocols. The document provides detailed step-by-step instructions for navigating PAVES, managing contracts post-award, creating invoices, and maintaining compliance with VetHUB requirements throughout the contract term.
