About this file
This document is a Pricing Workbook attachment for a Request for Information (RFI) issued by the Texas Board of Nursing (BON) for an Information Technology Modernization project. The project, referred to as the Regulatory Applications Modernization Project (RAMP), aims to modernize BON's Enforcement System, Education Program System, and website. The RFI outlines the current state of BON's systems and the desired future state capabilities, including automated workflows, online portal functionality, and integration with the existing Optimal Regulatory Board System (ORBS). Respondents are required to provide detailed cost estimates for implementation services, including requirements gathering, design, development, testing, training, and ongoing support and hosting. The RFI is open to all interested vendors, and there are no set-aside designations or restrictions on the types of organizations that can respond. Responses to the RFI are due by October 23, 2024, and the information gathered will be used by BON to inform its future procurement activities and justify budget requests.
The Pricing Workbook provides instructions for respondents to complete various worksheets, such as Labor Rates, Implementation Services, Ongoing Software Costs, and Cost Assumptions. Respondents are encouraged to provide as much detail as possible, including any assumptions, expectations, or performance parameters that have been used as the basis for their pricing. The RFI does not mention any incumbent vendors or current contractors, and the available budget range is not specified. The BON is seeking cloud-based solutions that can integrate with the existing ORBS infrastructure.

| BON appreciates Respondents providing pricing related to the scope identified in the RFI. Below are some instructions to assist in completing this Pricing Estimate Workbook. | |
| 1. | Each worksheet within the workbook is designed to elicit specific pricing information related to elements of the RFI. Respondents are encouraged to use the Cost Assumptions tab to provide any information it deems relevant to BON to help with planning regarding scope and associated pricing of the future projects. Notes on completing each worksheet can be found to the right of each table in the subsequent tabs. The spreadsheet is unlocked and Respondents may make adjustments to the pricing workbook as it deems necessary to help ensure accuracy. |
| 2. | The worksheet labeled TOC (Table of Contents) - previous tab - contains brief descriptions of each spreadsheet, as well as convenient one-click navigation of the Pricing Workbook. Respondents must enter the Respondent Name on that tab; this will populate the title of the remaining worksheets. The numbered worksheets are described below: |
| 3. | The Total Cost Summary worksheet calculates total costs based on the data entered into worksheets Tab 3 and 4. Respondents do not need to enter data into this worksheet. Costs for deliverables listed in Tab 3 are shown as one-time costs totaled by deliverable grouping and are not calculated by year. If you typically produce a deliverable more than one time, simply list that deliverable again. |
| 4. | The Labor Rates worksheet lists the titles of personnel that could be assigned responsibilities in completing the implementation of requested modernization projects. This information helps BON understand information regarding the market as well as the potential role(s) Respondents typically use to staff these types of engagements. As much detial as Respondents can provide is appreciated (e.g., role name, role names with levels of seniority, associated labor rates). |
| 5. | The Implementation Services worksheet provides a table where Respondents can indicate deliverables typically provided by Respondents when delivering these services. This information will help BON in planning the scope of future RFOs. The Respondent will enter the typical cost of each deliverablefor projects similar in size and complexity as described in the RFI in that deliverable row. |
Respondents may add additional rows as deemed necessary by inserting rows into the worksheet at the bottom of the list currently in each table. In this case, the associated formulas must be copied into column D for that deliverable.
Though BON prefers individual Deliverables-based pricing, Respondents are welcome to provide one lump-sum representation of their implementation services for a particular project.
| 6. | The Ongoing Software Costs worksheet is designed to elicit the pricing of ongoing costs for any licensing, hosting, maintenance, support and operations services for the first five years of production associated with a SaaS solution (e.g., post-Go-Live costs). Respondents may indicate pricing by each line item or a lump sum for 5 years of ongoing costs (although line item pricing is preferred). Cost Assumptions should document Respondent's approach to pricing. |
| 7. | In the Cost Assumptions worksheet, the Respondent is requested to state all assumptions upon which its pricing is being determined. Insert as many lines as necessary to ensure all assumptions are accurately expressed. The Respondent should provide details pertaining to the assumptions, expectations, and/or performance parameters that have been used as the basis for the pricing. For example, "implementation services for ESM are based on an estimate of a one year implementation period." This information will be highly valuable for planning purposes. |
| 8. | Additional notes and instructions may be provided at the top right of the worksheet tab. Please review. |
This Pricing Workbook shall be completed and be provided as a separate attachment in the Respondent's RFI Response.
