About this file
This document is an Addendum No. 2 for a Request for Offers (RFO) issued by the Texas Department of Insurance (TDI) for Network Adequacy Software. The RFO seeks qualified vendors to provide network adequacy software services. Key details include:
TDI estimates receiving 10-20 provider list uploads throughout the year, with a volume increase of approximately 130-140 uploads every April. The software must have flexibility to allow TDI to add to or modify network adequacy standards. The proposed solution must be able to export data in standard Microsoft Office formats, and meet specified security and compliance requirements. TDI will provide training for administrators, general users, and will require ongoing training for new system features during the contract term. Performance standards and SLAs are outlined, and TDI will review and approve a detailed test plan prior to implementation. TDI estimates evaluating 70 companies using the system.
The RFO allows respondents to propose exceptions to certain terms and conditions, which TDI will review. TDI will leverage the State of Texas DIR contract DIR-CPO-4699 for this procurement. Pricing adjustments may be required for any legislative changes impacting the scope of work. The RFO prohibits subcontracting without prior TDI approval, and outlines the process for reporting and responding to security incidents.
