EDM SPR Project RFI’s:
1. On sheet G-001, Scope Item e – it states that we are to photograph the entire area that we will be working in to confirm existing conditions in case of a damage discrepancy. At the site visit, we were told that photography is not allowed in this area; please confirm how this can be handled in order to protect everyone from superfluous claims?
ANSWER: Photos are allowed only in the new SPR room.
2. On sheet G-001, Gen Reqmt Item j – It states that if hazardous materials are encountered it is beyond our scope, which is ok. Has the area been tested for any hazardous materials to-date?
ANSWER: There is an abatement specification and pre-alteration assessment in the bid set.
3. On sheet G-001, Gen Reqmt Item k – It says that we are supposed to provide as-built drawings completed in a CAD program? We did not provide the current drawings (they were provided by the owner’s people), shouldn’t we provide red-lined drawings and the owner’s architect/engineer would complete the as-builts since they have done all of the work to this point? If they are to be by us, would we be able to acquire a copy of the CAD files from there architect/engineer?
ANSWER: Record drawings will be done by the AE hired by GSA, the redlines shall be submitted by the GC as part of the review process.
4. On sheet A101-03 Plan Note # 1 – It says to see sheet A-400 for the details to this item, but there isn’t a sheet A-400 in the bid package and the drawing list on the title sheet doesn’t note this sheet as being part of the documents, please clarify. Also where can our subcontractors find these details if this sheet doesn’t exist?
ANSWER: Please refer to Drawing G-002 for the referenced detail.
5. During the site visit the concern for working around the existing employees (since they will not be vacating the work area) and the noise/dust from the work would be bothersome to them most likely; should this project be bid as an after-hours project? Please confirm.
ANSWER: After hours work should be limited to items that are in the copy room, affect the hallway, abatement, extremely loud/disruptive, and/or off-gassing.
6. Will we be allowed to use the existing dock area for deliveries and also to put a dumpster there for trash removal? If not, where will these two functions be allowed?
ANSWER: Dock area can be utilized for deliveries as long as the contractor is present for them and notifies GSA using the appropriate work access documents. Trash may be removed after hours in a box truck, no on-site storage of a dumpster is allowed.
7. Is there a freight elevator or will we be allowed to control one of the elevators (and protect the cab) for our crews and material/trash handling? If not what will be the procedure for these work items?
ANSWER: There is a freight elevator the locations of which was pointed out during the walk through.
8. Will the new 100 amp panel require onsite testing agency certification? See specification Section 26-2416 1.4, E, 1.
ANSWER: Yes, panel will require initial onsite testing by agency currently certified by NETA.
9. It doesn’t appear that the ceiling grid/layout is changing. It would be easier just to replace tile as shown and take the grid out as needed for the work above the ceiling. We do not need to remove all of it for access plus with the workstations below it is more difficult to install new grid, etc. Please advise.
ANSWER: The ceiling within the SPR, Vestibule, and Copy rooms will be demolished and replaced as noted in Contract Drawings AD102-03 and A102-03. The temporary ceiling removal identified outside of those spaces is shown merely to facilitate pipe and conduit routing. Contractor to remove only what is required to perform the Electrical, Mechanical and Fire Protection work. Please refer to revised plan notes 4 and 5, on Contract Drawings AD102-03 and A102-03, respectively.
10. Provide fire alarm vendor contact information.
ANSWER: Contractors currently being used are Fox Valley and Simplex (for programming)
11. Verify if the EC is to furnish and install the 4x4x5/8” backboard on north wall of SPR.
ANSWER: Yes.
12. Clarify the location that the 4/0 awg ground conductor is to derive from. See detail 2 on sheet E501.
ANSWER: Ground conductor shall be #4 and derive from equipment ground bus in panel ‘SPR-3091’. See sheet E501 for updated details.
13. Confirm that the #10 ground conductor identified in detail 3 on sheet E501 is not required to be installed in a conduit system.
ANSWER: Ground conductor shall be installed in conduit. See sheet E501 for updated details.
14. Confirm that the #4 awg isolated ground conductor is to derive from the neutral bar in panel D-3-2.
ANSWER: #4 Isolated ground conductor shall derive from equipment ground bus in panel ‘SPR-3091’. See sheet E501 for updated details.
15. Clarify the purpose of the transformer identified in detail 1 on sheet E601.
ANSWER: Transformer shown in detail 1 was included as a copy of a security panel detail from SPR Master Specs.
Detail has been removed from sheet E601. Security transformer shall be provided by others, and require a 120V surge-protected, isolated ground duplex receptacle on dedicated circuit from panel ‘SPR-3091’. See sheet EP101 and E601 for updated plans and schedule.
16. Is the work associated with the removal of the corridor ceiling and related lighting fixtures and fire alarm as indicated on sheets AD102 and A102 to be conducted after hours?
ANSWER: Yes
17. When the acoustical ceiling systems have been removed for the construction phase of the project; will the exposed sprinkler heads have to be switched to brass upright heads until the acoustical ceilings have been reinstalled?
ANSWER: Provide upright sprinklers within the SPR, Copy and Vestibule spaces as required by Specification Section 211315.1.1.E.1.a as this ceiling will be demolished and replaced. To avoid installing upright sprinkler in the open office/corridor spaces, where the ceiling is to be temporarily removed to facilitate conduit and piping routing, contractor shall perform the following tasks to avoid installing upright sprinklers:
-Remove a portion of acoustical ceiling tiles within the open office/corridor at the start of the work day -Provide a fire watch the entire time the ceiling is removed during the work day -Fully reinstall the acoustical ceiling within the open office/corridor areas at the end of the work day
18. We are supposed to install temporary dust protection measures around the work area. How will this be accomplished;
the space between the walls of the room and the cubicles is between 4’ – 5’ wide. This doesn’t really allow for emergency exiting if we take up any of the space for the temporary protection; please clarify.
ANSWER: Dust protection is considered contractor’s means and methods. Contractor to present dust protection plan to Owner for review prior to the start of work. Dust protection is not considered required in the open office/corridor areas where the ceiling will be removed in sections to facilitate pipe and conduit routing. Submit dust protection plan to GSA for review.
