*The Government has not received answers for the items highlighted in red; the Government will attempt to answer these but might not be able to do so.
A. Contracting-Related
1. General Contracting & Formatting Questions.
a. How to submit the proposal.
- Will the Government please clarify whether proposals are to be submitted in paper format or by electronic delivery via email? Further, can the Government provide any specifications (e.g., Technical and Price volumes submitted separately? If a printed copy is required, would the Government also like a CD copy? For any electronic files, which formats (.PDF or .DOCX) are preferred?)
- General: Will the government confirm that bidder proposals are to be submitted via email as stated at the pre-proposal conference?
- Is an electronic submittal to your email address the appropriate proposal delivery method?
- The Standard Form 1449 indicates responses are due by 08:30 AM PST on April 4, 2017; however we were unable to determine the format the government wishes to receive our response. Please advise if we submit email responses or do we submit paper copies?
Or do we submit both paper copies with CD copies and/or email? Also, it is very difficult to use an overnight service that guarantees delivery before 9:00 AM. Respectfully request a slightly later time that allows for overnight delivery consideration.
Answer – An amendment will be issued to clarify that you should submit your proposal, via email, to Daniel.Cotto@gsa.gov .
b. Where does the government want bidders to include the SF1449 and SF 30s?
Answer – Somewhere towards the front of the proposal.
c. What is the anticipated award date for this contract?
Answer – The anticipated award date is 05/01/2017; this date is flexible.
d. Is more than one submittal copy required?
Answer – No, one email is enough unless the attachments are too big; in case the attachments are too big for one email you may email more than once.
e. Where does the government want bidders to include Section K Fill in clauses?
- Section L: FAR 52.252-1 cautions that the solicitation may include provisions that the Offeror must be complete and submit with the offer such as FAR 52.204-20, 52.209-5, 52.209-7, 52.209-11, 52.212-3, 52.219-1, 52.222-22, and 52.222-25. Must the Offeror submit any such “fill-in” provisions if they are electronically completed and accurate in the Offeror’s SAM registration?
Answer – Representations and Certifications are usually filled in SAM. If SAM is current please state so; if SAM is not current please submit the corrections. Submitting the required information this way will save the offeror from having to submit a large number of pages readily available in SAM.
f. Section I, 52.216-19: The maximum order amounts are listed as five buildings. Shouldn’t this be dollar values?
Answer – In the Spokane-Lewiston solicitation the Government requires service in five buildings; 52.216-9 states dollar figure or quantity.
For Richland and McClure Section I, 52.216-19: An amendment will be issued to change the amount to one (1) building.
g. Would the government provide a list of subcontractors currently providing services to this contract? (e.g. PV array, water treatment, chiller maintenance, etc.)
Answer – No.
2. Evaluation Factors Questions.
a. Technical Approach.
- General: Will the government clarify whether bidders should separate Technical Approach, Past Performance, and Price into separate files? Also, does the government prefer a specific file format such as word or pdf, as applicable?
- The Past Performance requirement is noted in Section M, Evaluation. Does the government wish offerors to submit Past Performance as part of the Technical Approach or as a separate volume?
- How does the Government want the proposal organized and delivered; including technical, pricing, past performance and administrative documents, such as acknowledged amendments, Section K, etc.?
Answer – An amendment will be issued to clarify that you should submit your proposal in a format that can be accessed by Microsoft Office, Google Sheets, or Adobe Acrobat software programs.
An amendment will be issued to clarify that you should submit the Technical Approach, Past Performance Information, and Price Schedule in a way that can be easily separated (separate pages or separate files).
- Each of these solicitations appears to be “Lowest Price Technically Acceptable (LPTA) procurements; however Section M, Paragraph D, states, “Technical approach and past performance, when combined, are as important as price.” Please clarify.
Answer - An amendment will be issued to remove the statement “Technical approach and past performance, when combined, are as important as price”.
- Section M, A: Will the government allow an introduction to the Technical Approach, and, if so, is there a page limit?
- Most of the instructions for the Technical Approach Evaluation Factor as listed on Page #248 of the Solicitation include page quantity limitations, however the Technical
Scenarios do not have any page limitations. Are bidders ok with providing as many pages as they deem necessary to provide answers for these Technical Scenarios?
- Most of the instructions for the Technical Approach Evaluation Factor as listed on Page #256 of the Solicitation include page quantity limitations, however the Technical Scenarios do not have any page limitations. Are bidders ok with providing as many pages as they deem necessary to provide answers for these Technical Scenarios?
Answer – Offerors may include additional information. Additional information will not be evaluated as part of the Technical Approach but may be used to clarify pricing information. The Government is not required to review or evaluate information submitted in addition to the requirements stated in the Request for Proposals (RFP).
- Section M, A: Currently the government is requesting a quality control, service work, and preventive maintenance plan. Can the government confirm then that it does not expect to see a staffing plan, including organization chart, within the technical approach?
Answer – Confirmed.
- Section M, A, 4: What is page limit for each Technical Scenario response?
- In Section L, Paragraph A,4 Technical Scenarios, we note there is a requirement to submit response to two (2) Technical Scenarios; however, there is not a page limit associated with these responses. Please advise if the Government desires page limits in our responses to these scenario offerors to submit.
Answer – 1 Page. An amendment will be issued to clarify that the intended response is the invoice.
- Section M.A under evaluation of Technical Factors , Scenario B states: “Scenario #2 :
You are notified of fire alarm activation at 11:00 PM on a Saturday. Upon arrival you notice a section of fire sprinkler pipe is identified for repair and estimated to cost $580.00 for repair parts and materials. Describe your methodology to assess and repair the heat pump, and invoice the Government.”
- Did you mean to say “… repair the fire sprinkler pipe …” instead of “… repair the heat pump …”?
Answer – An amendment will be issued to change the sentence in both scenarios “Describe your methodology to assess and repair the heat pump, and invoice the Government” to “Describe your methodology and show the math required to prepare the invoice to the Government”.
- C.40.5 Repair Shared Liability Example: Page 53. In example #2. The math does not seem to be correct. The last sentence states GSA will pay the contractor $710. But item e.
at the bottom states GSA will pay the contractor $572.
Which number is correct?
Answer – Yes the amount in the text of the example is wrong $710, is should be $572

Answer – Performing Operations and Maintenance of Buildings for a minimum of three years.
- Reference Part IV, Section M – Evaluation Factors for Award, B. 5. – Provide any written permissions that the contract holder may ask for to communicate performance information to the Government. The Government point of contact is the Contract Specialist, Daniel Cotto.
- Q. Could the Government please be more specific about what it requires the Offeror to provide?
Answer – The Government POC must be able to receive information about your company’s past performance; sometimes the POCs do not want to answer questions without prior permission.
Ensure your POCs understand that the Government POC may call or email asking for information.
- Q. All of our contracts are Government contracts. We are unaware of any requirement to provide permission for another Government Agency to release information regarding our contract. We have assumed it is your right to contact Contracting Officers and obtain that information. If the government desires us to contact previous Contracting Officers to grant permission, we are willing to do so. Does the Government want us to contact Points of Contact from previous contracts and inform them they have our ‘permission’ to provide information to Daniel Cotto?
Answer – The Government POC has access to CPARS and PPIRS; no further permissions are required to access these systems.
- Does the Government have a separate Past Performance Questionnaire or Survey it would like us to forward to our contract point of contacts to populate?
Answer – No.

4. Please clarify the following item stated in Amendment 0002 for the Richland FB & US Courthouse
- The current contract monthly amount includes a correction of current switchgear testing identified in the RFQ. The intended Switchgear price for the current contract was $27,813.00. The Government deferred some switchgear maintenance which lowered the price to $24,813.00 however, for the new contract being solicited it should be back up to full maintenance.
- The current Monthly contract price provided in Amendment 1 is incorrect. Will the correct monthly price be published to all contractors?
Answer – To clarify the sentence it should read: “The current contract monthly amount is $21,611.86. However, that reflects a reduction in some switchgear maintenance. Prior to that reduction, the monthly price was $26,611.86. The full switchgear maintenance is back into the scope for the new contract. Please refer to the scope of work for contract requirements.”

Will the service call center be supporting this requirement or will the contractor be responsible for the service request and administrative support function as detailed in C.8.4?

E. Inventory
1. One of the questions asked during all our conferences was to have the make, model, and serial number on the inventory.
- Offeror requested the inventory make, model, and serial number for the additional buildings citing that "the incumbent has an unfair advantage because it knows the equipment in the additional buildings." Let’s talk about this later.
“The inventory has zero information, zero. No model, make, serial nothing. Can we get an inventory that has that information? Especially the buildings that we will not visit today. It doesn’t have to do with pumps and things like that, but definitely file alarms, chillers, and things that the first thing a subcontractor is going to ask you is what make, model, and serial number; you give that.”
- Please provide an accurate equipment list stating the model and serial numbers of the installed equipment.
