About this file

This document is a justification for a sole source contract award to Hawaii Telcom Inc. The Hawaii Army National Guard requires enhanced data services including a privately owned MPLS backbone to connect various locations for data and voice with specified bandwidth and quality of service levels. Managed services are also required to monitor and maintain the 15 location network on a 24/7 basis. Hawaii Telcom is currently providing these services and is able to meet all technical requirements at each location. Other providers contacted were unable to provide the full scope of services. The anticipated fair and reasonable price based on a previous contract is $182,949.40 for a 5 month period of performance. Due to limited alternative providers and Hawaii Telcom's existing infrastructure, they are considered the only responsible source able to satisfy the agency's requirements.
