PART I: INFORMATION

This is a combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format set forth in FAR Subpart

12.6 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The Solicitation Number is EP2869-16 and this solicitation is issued as a Request For Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88. The North American Industry Classification System code is 335122 (Commercial, Industrial and Institutional Electric Lighting Fixture Manufacturing) and 238210 (Electrical Contractors and Other Wiring Installation Contractors). This requirement is unrestricted. UNICOR, Federal Prison Industries, Inc., intends to enter into a Five Year (Base Year with Four Option Years), Fixed-Price, Indefinite Delivery-Indefinite Quantity Type Contract for the following Commercial Item(s):

SCOPE OF WORK

Federal Prison Industries (FPI) intends to establish Multiple Award Contracts for (Supplies) LED (Light Emitting Diode) Lighting Kits and (Services) LED Light Assembly Installation Services. The Government anticipates awarding not more than three (3) contracts for each category. Category 1 will entail the procurement of various types of LED fixture kits to fulfill federal and non-federal customer requirements. Category 2 will entail awarding installation contracts for qualified installers of the end product. Contractors that are able to provide kits and installation services may be awarded a contract for both categories.

CATEGORY 1

Under Category 1 of the award, FPI is seeking vendors to provide pricing for various types of unassembled LED fixture kits. FPI will perform final stage assembly of the LED fixture kits which will be utilized to meet potential customer requirements.

All products, utilized to fulfill awarded contracts, must meet U/L (or equivalent) and all national safety standards. The vendor or product OEM will be required to maintain the U/L license, and list all FPI factories that will be performing final stage assembly as the assembly site under their license.

Vendors must work with FPI to ensure timely completion of all

Initial Product Inspections (IPI) for U/L (or equivalent) and all products must be delivered to FPI within a 90 day time frame for this IPI process. FPI will perform final stage assembly of product under the trade name of the vendor or OEM as required.

Failure by the vendor, regardless by their default, or by default of any third party, including by their OEM, to meet this time period will be grounds for termination of the contract.

Lighting will include, but is not limited to, various types of A19, PAR20/PAR30, R20/R30, PAR38, Linears, Flat Panel, and Exterior Lighting. See ATTACHMENT "A" SPREADSHEET for a general listing of light products and minimum specification requirements. Vendor must provide both Design Light Consortium (DLC) and non-DLC pricing when submitting proposals. To ensure our customers qualify for available rebates FPI desires to provide them with both DLC and non-DLC certified products. It is FPI's intent to consider both DLC certified and Non-DLC certified vendors. Vendors who are not DLC certified will not qualify for contracts which qualify for DLC rebates. Non-DLC certified vendors who obtain DLC certification after the award will be considered for DLC eligible contracts by providing a copy of their DLC certification to FPI's contracting officer.

Vendors will provide proof of all certifications held by their company.

The vendor and/or OEM will be responsible for product warranty under stage 1 of the manufacturing process. FPI will provide warranty to the customer for defects deemed to occur during final stage assembly.

The LED kits must contain all of the components necessary for final stage assembly. For each fixture the vendor must submit the following information:

*Material list of the fixture components within the kit (BOM) *Kit assembly instructions *Proposed lay-out of the assembly line *Estimated time required to assemble the finished product *Delivery lead time of kits from OEM to FPI's factories *Warranty information *Kit pricing to include:

*Pricing based on various warranty periods *Pricing based on DLC vs non-DLC product *Contractor may propose a contractor managed consignment inventory program for the kits *Packaging requirements for shipping assembled product from FPI factories to installation locations *General qualification statement of the kit supplier *Any materials, parts, etc., that are not part of the kit must be identified, sourced, and priced

*Vendor must provide a Safety Data Sheet (SDS) when applicable

CATEGORY 2

Under Category 2 of the award FPI is seeking vendors to Install lighting fixtures assembled by FPI. Vendors who are awarded a contract to supply product may, or may not be selected to install the product they provide. Selection of the installer will be based on the needs of FPI and the customer. Installers must meet certified qualifications IAW National Safety Standards to install conduit, run wiring, install light poles, and light fixtures.

Installation locations will include, but are not limited to parking garages, office buildings, high bays, courtyards, recreational facilities, airports, runways, etc. Contractor must have a demonstrated ability to utilize all necessary equipment to facilitate installation of conduit, wiring, and fixtures.

Vendor must be able to manage multiple installation projects simultaneously.

LED Lighting to be installed will include, but is not limited to various types of lighting that includes, A19, PAR20/PAR30, R20/R30, PAR38, Linears, Flat Panel, and Exterior Lighting. It may also include other associated products such as energy saver devices.

The contractor must also be able to provide installation services as follows:

Vendors must have the ability to:

*Perform pre-installation assessments *Design and provide a detailed energy ROI estimation utilizing FPI assembled products *Install all lighting as specified within the time frame established to meet the customer's expectation *Post installation inspection *Within the established timeline conduct warranty repairs of defective material or equipment due to poor installation workmanship *Replace product damaged resulting from poor installation workmanship *Installer can at their discretion hire a qualified vendor to perform the warranty work, but remains liable for all repairs for the duration of the warranty period *Dispose or recycle replaced fixtures, wiring, and scrap metal *Provide customer training and familiarization if required *Provide FPI's contracting officer with a final ROI at the completion of the project

Any contract resulting from this solicitation will not be an obligation. Funds will be obligated by Delivery Orders.
