Business Development Public Private Partnership Application

This is an application form issued by the Executive Office of Economic Development (EOED) and Massachusetts Office of Economic Development (MOBD) in collaboration with the Massachusetts Office of International Trade and Investment (MOITI) for the Business Development Public Private Partnership program. The application solicits proposals from qualified organizations to serve as an extension of the Commonwealth's business development capacity, with a focus on attracting, retaining, and expanding businesses within Massachusetts while promoting international trade and investment. The application requests comprehensive information across nine parts, including organization and contact information, governance structure, management and staffing qualifications, organizational capabilities in out-of-state and international business development, performance metrics and outcomes, implementation strategy with 12-month transition plans, and a three-year budget projection. Applications must include board member lists, staffing plans, transition plans with quarterly milestones, and a performance measurement framework with specific key performance indicators. The solicitation is for a multi-year engagement anticipated to commence in Fiscal Year 2027, with proposals due by August 6, 2026.

The application requires applicants to demonstrate financial management capacity, sustainability strategy, and ability to leverage private sector resources and partnerships to match Commonwealth investments. Applicants must provide existing and anticipated funding sources across three years, including philanthropic, corporate, federal, institutional, and revenue-generating activities. All applicants must submit certificates of good standing from the Massachusetts Department of Revenue, Department of Unemployment Assistance, and Secretary of the Commonwealth, and must comply with state employment laws, equal opportunity employment requirements, and immigration regulations. The Commonwealth will evaluate proposals based on organizational capacity, relevant experience, proposed service delivery models, industry relationships, marketing strategy, and demonstrated success in business development and economic development initiatives. Funding will be drawn from state appropriations to EOED, with specific contract value and financial terms to be negotiated with the selected organization following selection.
