About this file
This is an Environmentally Preferable Products Form issued by Howard County, Maryland's Office of Purchasing that must accompany all bids submitted for the Elkridge Community & 50 Plus Center project. The form requires bidders to document whether goods, services, and equipment offered contain recycled materials, post-consumer waste, pre-consumer waste, or third-party environmental certifications such as EnergyStar, FSC, ISO 14000 series, or Green Label. Bidders must specify total recycled content percentages, provide certification dates and numbers where applicable, and indicate whether remanufactured or reusable alternatives could substitute for new goods while maintaining equal functionality. Additionally, bidders must describe packaging materials that will be used for product delivery and identify whether their company maintains an environmental and/or social responsibility statement.
Howard County will provide a percentage price preference not exceeding 5% for environmentally preferable products when such goods can be reasonably obtained as substitutes for virgin materials products. This price preference will not apply if it would result in denial of Federal or State funding or violate Federal or State law. All bids must be accompanied by an electronic copy of a bid bond or certified check equal to 5% of the total bid amount, made payable to the Director of Finance, Howard County. For certified checks, the contractor must submit the original check to the Office of Procurement and Contract Administration prior to the bid due date and time to be considered responsive. The County reserves the right to request documentation regarding environmental certifications or company responsibility statements at any time after bid submission.
