About this file
This is a Request for Qualification (RFQual) document issued by the City of Palmdale, California, Department of Public Works for environmental services related to the Rancho Vista Boulevard Grade Separation Project. The City seeks qualified environmental consulting firms to perform NEPA/CEQA revalidation services, including review of the approved Final Environmental Assessment with Findings of No Significant Impact and technical studies required for compliance. The project involves constructing a railroad grade separation at Rancho Vista Boulevard and Sierra Highway, including a bridge structure, connector ramps, lane widening on both Rancho Vista Boulevard (from four to six lanes) and Sierra Highway (from four to six lanes), ADA-compliant improvements, drainage facilities, utilities relocation, landscaping, and a Class 2 bike facility. The original Final EA with FONSI was approved in September 2011; revalidation is required because the environmental document exceeds the three-year validity threshold. Final design is at 95% completion. The deadline for submission of electronic responses is July 30, 2026, at 2:00 PM PDT, with a Q&A deadline of July 16, 2026. No pre-bid meeting is scheduled, but online Q&A is available. The consultant must also prepare and conduct three community outreach meetings and attend one City Council meeting.
The award will be made on a lump sum basis for environmental consulting services (NAICS 541620). Required services encompass NEPA/CEQA revalidation, community impact assessment, initial site assessment, natural environmental study and jurisdictional delineation, and air quality conformity analysis. No bid bonds, payment bonds, or performance bonds are required. The estimated bid value and specific funding sources are not disclosed in the document. Contact for this opportunity is Delfino Consunji, PE, at (714)-533-3050 or dconsunji@oe-eng.com, with Leonardo Torres, PE, serving as the Public Works Director and Owner's Agent. Scope of Services The City is seeking SOQ from qualified consultants to perform environmental services including, but not limited to, review of the approved Final EA with FONSI and performing technical studies as may be required for NEPA/CEQA Revalidation for the Rancho Vista Boulevard Grade Separation Project.
One of the high priority projects in the City’s Capital Improvement Program (CIP) is the Rancho Vista Boulevard Grade Separation Project. This project will construct a railroad grade separation of Rancho Vista Boulevard at Sierra Highway and the existing at-grade crossing of Metrolink and UPRR and proposed CHSRA tracks. The grade separation will consist of a bridge over Sierra Highway and existing and future tracks, two connector ramps in the northwest and southwest quadrants of the Rancho Vista Boulevard and Sierra Highway intersection, and a westbound Rancho Vista Boulevard to northbound Sierra Highway slip ramp. See Exhibit “B” for reference.
The project will widen Rancho Vista Boulevard from Fairway Drive to 10th Street East from four to six lanes; construct auxiliary lanes; install raised concrete medians, curb and gutter and sidewalks where missing; construct Americans with Disabilities Act (ADA) compliant curb access ramps; install street lighting; install landscaping and irrigation improvements; construct drainage improvements; relocate utilities; signing and striping. A Class 2 bike facility will be constructed along this corridor.
The project will also widen Sierra Highway from four to six lanes from approximately 400 feet north of Avenue O-8 to Technology Drive; construct auxiliary lanes and raised concrete medians; construct curb and gutter and sidewalks along the west side; construct ADA-compliant curb access ramps; install street lighting; install landscaping and irrigation improvements; construct drainage facilities; signing and striping. The overcrossing will allow construction of the section of the multi-use trail across Rancho Vista Boulevard that will connect both ends of the existing trail making it continuous from Technology Drive to Columbia Way.
Other improvements include widening of Avenue P-8 approximately 300 feet west of Division Street to Sierra Highway, widening of 3rd Street East from Rancho Vista Boulevard to 300 feet south of Avenue P-8 and construction of a new section of 4th Street East from 3rd Street East to the east then curving south toward Technology Drive.
These improvements will enhance safety, reduce traffic congestion, and improve circulation and operations of vehicles, bicycles, pedestrians, and train traffic.
A Final Environmental Assessment (EA) with Findings of No Significant Impact (FONSI) (Exhibit “C”) for this project was approved in September 2011; however, because the environmental document is more than three (3) years old, a National Environmental Policy Act (NEPA)/California Environmental Quality Act (CEQA) Revalidation is required. Final design of the Project is at the 95% completion level.
The Consultant shall prepare and conduct three (3) community outreach meetings and attend one (1) City Council Meeting.
Other Details Comply with NEPA/CEQA documentation, permitting requirements of various governmental agencies, and satisfying requirements of various funding sources, these services are broad in nature and may include, but are not limited to the following:
Tasks:
1. NEPA/CEQA Revalidation
2. Community Impact Assessment
3. Initial Site Assessment
4. Natural Environmental Study and Jurisdictional Delineation
5. Air Quality Conformity Analysis
