About this file
This is a Scope of Work document for Environmental Clean Up Services to be provided to a California county government. The contractor must deliver both emergency and non-emergency environmental cleanup services under direct county direction, with specific response time requirements: emergency calls require confirmation of resource availability within 10 minutes, deployment of a field supervisor within 30 minutes, and full mobilization of all resources within 90 minutes unless otherwise agreed upon. Services encompass containment, removal, high-pressure cleaning, confined-space entry, hazardous materials handling, waste recovery, trauma scene remediation, and incident command support. The contractor is responsible for maintaining proper communication channels with the county, avoiding any unauthorized actions, and participating in post-incident reviews to ensure continuous service improvement and compliance with all applicable safety and environmental regulations.
The contractor must maintain compliance with all federal, state, and local safety and environmental regulations throughout service delivery. The county will provide incident direction and oversight, with the contractor operating under county authority for all emergency and non-emergency responses. Key performance requirements include rapid resource mobilization, field supervisor deployment protocols, proper waste management and hazardous materials handling procedures, and documented participation in post-incident review processes. The scope emphasizes the critical nature of response times for emergency situations while also addressing routine non-emergency cleanup operations, requiring the contractor to maintain adequate staffing and equipment availability to meet the demanding response time standards.

Invitation for Bid for Environmental Clean-Up Services
County of Orange IFB
OC Public Works - Environmental Clean-Up Services, IFB-080-3112101-EL
SECTION 1. General Information
1.1 BACKGROUND
The County maintains year-round responsibility for investigating and addressing pollution incidents— including illegal discharges, accidental spills, and abandoned materials—across all areas under its jurisdiction. This coverage extends to unincorporated communities, County roadways, facilities, harbors, parks, beaches, and Orange County Flood Control District channels. Thirty-one Orange County cities have executed agreements with the County to provide pollution response support when additional technical expertise or resources are needed.
The contracted provider must deliver both emergency and non-emergency environmental cleanup services under County direction. Emergency responses require rapid confirmation of resource availability within
10 minutes, deployment of a field supervisor within 30 minutes, and full mobilization within 90 minutes unless otherwise agreed. Typical responsibilities include containment, removal, high-pressure cleaning, confined-space entry, hazardous materials handling, waste recovery, trauma scene remediation, incident command support, and compliance with all safety and environmental regulations. The Contractor must ensure proper communication, avoid unauthorized actions, and participate in post-incident reviews.
For non-emergency work, schedules are coordinated with County staff. All waste materials must be evaluated for cost-effective recycling, treatment, or disposal, with the Contractor providing estimates and the County determining final disposal actions.
1.2 IMPORTANT NOTICE
The County has attempted to provide all information available.
