About this file

This Request for Information (RFI) is issued by the Massachusetts Department of Transportation (MassDOT) Rail and Transit Division (RTD) to gather industry input on the construction of the Hyannis Engine House facility. The RFI seeks cost estimates, scheduling recommendations, and technical insights from qualified vendors to inform the development of a potential future solicitation. The project involves construction of a fully enclosed 11,400 gross square feet rail maintenance facility accommodating two tracks in Hyannis, Massachusetts, which will be operated by Mass Coastal Railroad for fleet maintenance. RTD owns the land and existing tracks where the facility will be constructed. Responses to this RFI are due by 4:00 p.m. on August 25, 2026. Questions regarding the RFI must be submitted to COMMBUYS by August 14, 2026, by 4:00 p.m., with responses provided electronically on August 18, 2026. No informational session or site visit is scheduled for this RFI. This is an informational solicitation only and does not obligate the Commonwealth to issue a subsequent solicitation or contract.

Respondents are requested to examine the 60% design and submit a cost estimate using the provided format and methodology outlined in the accompanying exhibits. The RFI also requests responses to specific questions regarding construction schedule optimization, long lead items, and adequacy of FAA-approved temporary work areas (50 feet above existing ground elevation for general work and 90 feet for crane operations). All responses will be submitted electronically through COMMBUYS and will become public records under Massachusetts law. Respondents are responsible for all costs incurred in preparing their RFI responses, and submission of an RFI response will not provide any advantage or disadvantage in any future competitive solicitation. RTD reserves the right to request additional information, formal presentations, or further clarification from respondents during the review process.
