EMORY S LAND TARGET EQUIPMENT VALIDATION SUPPORT
PERFORMANCE WORK STATEMENT
STATEMENT OF WORK
1 SCOPE
1.1 OBJECTIVE: The objective of this performance-based technical direction is to obtain contractor services for equipment configuration validation onboard the USNS Emory S Land.
1.2 BACKGROUND: Military Sealift Command (MSC) is responsible for worldwide
Logistical support of assigned naval auxiliaries. This support includes all of the management, material, maintenance, technical, and training support required to provide mission-ready ships to the sponsors. In carrying out this task, Project Managers coordinate the fiscal, manpower and technical resources of their directly reporting staff, additional functional support staff within MSC, additional Navy support organizations, and the resources of private industry. In support of the MSC Project Officers, this task is required to support and enhance mission capabilities and provide logistics life cycle maintenance support services for PM4 T-AS Class vessel by providing a material validation.

3 TASKS
3.1 VALIDATION: The Contractor shall provide the following validation support services for the above listed ship:
3.1.1 Conduct a targeted equipment validation inventory of 2500 Line Items not currently captured in the MSC’s Approved Program of Record (APSR) .
3.1.1.1 Contractor shall conduct a pre-validation check of the inventory prior to commencement of work aboard the ship noting any missing data. This work can be done remotely by usage of databases.
3.1.2 Utilizing WINMASP and government provided target list of equipment, validate physical installation, capturing the manufacture, P/N, serial number and other pertinent data required to develop configuration records.
3.1.3 Update vessels configuration utilizing currently developed APL where applicable.
3.1.4 Develop proper APL provisioning document where no APL currently exist, and update the vessel database with newly developed APLs.
3.1.5 Upon completion, conduct a Q/A of data from WINMASP and update to CMLS for replication to SHIPCLIP.
3.1.6 Provide End of Availability Report (EOA) capturing all work performed, challenges experienced and recommendations for future actions.

5 REIMBURSABLES:
5.1 The following will be reimbursable during performance of this task order, in accordance with FAR 52.212-4 Addendum Sections 18 and 22 of the base contract:
a. N/A, this is a firm fixed price contract.
6 GOVERNMENT FURNISHED MATERIAL
a. N/A
7 GOVERNMENT INFORMATION/WORKLOAD DATA
a. Approximately 2500 targeted equipment validation.
b. Access to ship and base will be required prior to traveling to Guam.
c. Contractor shall identify their personnel and start CAC card and access requests within one business day of the award of this contract.
d. 3.1.1.1 Is required to allow the contractor to become familiar with the required validation. No deliverable is implied with this task.
