Such work shall be separately procured as a public works project pursuant to PCC §10700 using CPDC contract documents.
If this solicitation involves Information Technology Resources (“ITR”), as defined in this solicitation, such goods and/or services shall comply with applicable ITR requirements, including any required feasibility study review and Systemwide approvals pursuant to CSU policy.
CSU intends to award a contract in accordance with the selected solicitation methodology to the responsive and responsible Bidder whose submission meets the requirements of this solicitation and supports the award determination under the applicable method.
1.2 Project Overview

Bidder will provide comprehensive elevator preventive maintenance, routine repair, inspection, testing, callback, and related services for elevators listed in Exhibit B – CSULA Campus Elevators List at California State University, Los Angeles.

If any such change causes an increase or decrease in the cost of, or the time required for performance of the resulting Agreement, an equitable adjustment shall be made in the price. Any modification to the resulting Agreement shall be reduced to in writing by written Amendment signed by the University and the Bidder.

More information about the Cal State LA can be found at: https://www.calstatela.edu/about.
1.6 Scope of This Solicitation
This solicitation is issued by the campus identified in the Cover Section. If issued on a systemwide basis, this solicitation may be used by CSU campuses and authorized locations unless otherwise specified. If issued by a single campus, this solicitation is limited to that campus and its authorized departments.
Only the Chancellor’s Office, or a campus acting pursuant to written delegated authority from the Chancellor’s Office, may issue a systemwide solicitation on behalf of the California State University.
Nothing in this solicitation or any resulting Agreement shall be interpreted as expanding the procurement authority of the issuing campus beyond the delegated authority granted under CSU policy.
1.7 CSU Auxiliary Participation
CSU auxiliary organizations (“Auxiliaries”), as defined under California Education Code § 89901, are separate nonprofit legal entities established to support the educational mission of their respective CSU campus or the CSU Office of the Chancellor. Numerous auxiliary organizations exist across the CSU
CSU RFx Template – Version 1.1 (May 1, 2026) CSULA-RFP-00000783 system, and each operates independently under its own governing board, bylaws, and delegated contracting authority.
Auxiliaries are not part of The Trustees of the California State University and are not state agencies. Each Auxiliary exercises its own independent contracting authority and is solely responsible for its contractual obligations.
If authorized in this solicitation, an Auxiliary may elect, at its sole discretion, to utilize the resulting Agreement. Such utilization may occur by:
Executing its own agreement incorporating the pricing and material terms of the resulting Agreement;
Issuing its own purchase order or participation agreement referencing the resulting Agreement;
or
Entering into a separate agreement directly with the awarded Contractor under mutually agreed terms consistent with the resulting Agreement.
Any Auxiliary participation shall be between the Auxiliary and the Contractor only. The Trustees of the California State University shall not be a party to, guarantor of, or financially responsible for any Auxiliary transaction.
Each Auxiliary shall be solely responsible for its own purchases, payments, performance obligations, disputes, claims, and liabilities arising from its use of the resulting Agreement. No Auxiliary use of the Agreement shall create joint liability, partnership, agency, or fiduciary relationship between the Auxiliary and The Trustees.
CSU makes no representation or guarantee regarding the number of Auxiliaries that may elect to participate, the volume of purchases, or the aggregate dollar value of any Auxiliary transactions.
Nothing in this solicitation shall be interpreted as authorizing CSU to procure goods or services on behalf of any Auxiliary or as creating any contracting authority for CSU with respect to Auxiliary transactions.
CSU reserves the right to restrict, condition, or prohibit Auxiliary participation in a specific solicitation where required by funding restrictions, operational considerations, negotiated pricing structures, data sensitivity, or other lawful limitations.
1.8 Consortium Participation
The California Higher Education Collaborative (“CHEC”) is an informal, cooperative framework among representatives of The Trustees of the California State University, The Regents of the University of California, and the Foundation for California Community Colleges. CHEC facilitates coordination, information sharing, and voluntary cooperative procurement efforts among participating institutions.
CHEC is not a separate legal entity and does not possess independent contracting authority.
This solicitation is issued solely under the procurement authority of The Trustees of the California State University and does not constitute a joint procurement by CHEC or its participating entities.
If consortium participation is authorized, the resulting Agreement may be made available to the selected CHEC entities under the terms stated herein. Any participating entity must execute its own separate
CSU RFx Template – Version 1.1 (May 1, 2026) CSULA-RFP-00000783 agreement, participation agreement, or other legally binding instrument under its independent contracting authority in order to utilize the resulting Agreement.
The successful Bidder shall extend pricing and material terms to those authorized entities that properly execute such separate agreements.
CSU shall retain responsibility for administration of the master Agreement. Operational, payment, performance, and dispute matters involving participating entities shall be addressed and resolved by the respective participating entity. Each participating entity is financially independent and responsible for its own obligations.
Participation by any authorized entity is voluntary and subject to that entity’s independent procurement authority, internal approvals, and fiscal authorization.
Nothing in this solicitation or any resulting Agreement shall be construed as creating joint contracting authority, joint liability, partnership, agency, fiduciary relationship, or mandatory participation among The Trustees of the California State University, The Regents of the University of California, the Foundation for California Community Colleges, or their respective campuses or affiliated entities.
If neither participation option is selected by checkbox below, extension of the resulting Agreement to UC and/or the Foundation for California Community Colleges is not automatically authorized; however, the parties may separately negotiate such adoption in accordance with their respective statutory authority on mutually agreed terms.
☐ University of California (UC) participation authorized under CHEC ☐ Foundation for California Community Colleges (FCCC) participation authorized under CHEC
CSU reserves the right, in a specific solicitation, to expressly prohibit extension or adoption of the resulting Agreement by other entities where required by funding restrictions, operational considerations, negotiated pricing structures, data sensitivity, or other lawful limitations
1.9 Separate Legal Entities
The Trustees of the California State University, The Regents of the University of California, CSU auxiliary organizations, and the Foundation for California Community Colleges are separate and distinct legal entities. Each entity is financially independent and responsible for its own obligations, debts, liabilities, and contractual commitments.
Nothing in this solicitation or any resulting Agreement shall be construed to create a partnership, joint venture, agency relationship, fiduciary relationship, or joint liability among these entities.
No entity shall be deemed a guarantor of another entity’s obligations under this solicitation or any resulting Agreement unless expressly stated in a separately executed written agreement.
1.10 Clarification Regarding CSU Campuses
For clarity, all campuses of the California State University operate under and are governed by The Trustees of the California State University, which is the single legal entity authorized to enter into contracts on behalf of the CSU system.
The Trustees of the California State University constitute the single legal entity for all CSU campuses and the Chancellor’s Office. The Chancellor’s Office and each campus operate under delegated authority from the Trustees. The Chancellor’s Office manages its systemwide administrative budget, including state-
CSU RFx Template – Version 1.1 (May 1, 2026) CSULA-RFP-00000783 appropriated and other authorized funds, and allocates funding to campuses in accordance with applicable law and CSU policy, and each campus manages its allocated budget and operational commitments accordingly. Neither the campuses nor the Chancellor’s Office are separate legal entities, and each operates in accordance with applicable budgetary authority and requirements.
By contrast, CSU auxiliary organizations, The Regents of the University of California, and the Foundation for California Community Colleges are separate and distinct legal entities.
If this solicitation is issued on a systemwide basis, CSU campuses are expected to utilize the resulting Agreement where appropriate; however, participation is not mandatory unless expressly stated in this solicitation.
Each campus retains discretion regarding operational implementation consistent with CSU policy.
1.11 No Guarantee of Participation or Volume
Unless expressly stated otherwise in this solicitation, nothing herein shall be construed as a guarantee of participation, purchase volume, minimum spend, or mandatory adoption by any CSU campus, auxiliary organization, the University of California, or the Foundation for California Community Colleges.
Participation by any authorized entity is voluntary and subject to that entity’s independent procurement authority, internal approvals, and fiscal authorization.
CSU makes no representation or warranty regarding the level of participation, aggregate usage, or total value of purchases under any resulting Agreement.
If this solicitation expressly identifies mandatory participation, designated primary vendor status, joint procurement authority, or minimum purchase commitments, such provisions shall govern as expressly stated in this solicitation.
1.12 Funding Source
If this procurement is funded in whole or in part with federal or restricted funds, additional requirements may apply as identified in this solicitation.
