Project Manual: Elevator Pits Waterproofing at 461 N Bedford and 333 N Crescent Parking Structures

This project manual is issued by the City of Beverly Hills for waterproofing work at two municipal parking structures located at 461 N Bedford Drive and 333 N Crescent Drive, Beverly Hills, California 90210. The project scope includes polyurethane grout injection waterproofing and Xypex coating application to elevator pits at both facilities. Work must be performed during established operating hours of 8 a.m. to 6 p.m., with noise, odorous, and dust-generating activities restricted to off-hours as determined by the Owner. The contractor must provide a preconstruction conference within 7 days after notice of award, with attendance required from the Owner, Owner's representative, General Contractor, and major subcontractors. Initial progress schedules and all required submittals, including executed bonds, insurance certificates, lists of subcontractors, schedules of values, and proposed products lists, must be submitted within 7 days of the Notice to Proceed. The Owner reserves the right to modify proposed construction schedules to eliminate conflicts and ensure continued facility operations.

The contract documents establish comprehensive administrative and procedural requirements for the contractor, including detailed submittal procedures, quality assurance and control measures, and strict housekeeping standards. Contractors must maintain the project site under good housekeeping practices throughout the entire contract period, with daily inspections and weekly cleanup requirements; waste disposal must comply with environmental regulations, with materials removed to approved licensed facilities at minimum twice monthly. The contractor assumes responsibility for safeguarding all owner property until work completion and reoccupancy, and must maintain portions of existing buildings affected by construction in a weathertight condition. All shop drawings, product data, and samples require contractor certification of compliance with contract documents prior to submission, with the Owner reserving the right to charge $70 per hour for consultant review costs beyond the second submittal. Performance and payment bonds, builder's risk insurance, and general liability insurance must be itemized separately in the schedule of values and substantiated with appropriate documentation.

B. Existing Conditions: Intent of Drawings is to indicate existing site and facility conditions with information developed from original construction documents, field surveys, and the Owner's records, and to generally indicate quantity and type of demolition and removals required to prepare existing areas for new work.

C. Verification of Conditions: Perform a detailed survey of existing building conditions pertaining of the Work before starting the Waterproofing Work. Report to the Owner discrepancies or conflicts between Drawings and actual conditions in writing for clarification and instructions and do not perform Work where such discrepancies or conflicts occur prior to receipt of the Owner's instructions.

GENERAL REQUIREMENTS FOR RENOVATIONS 01 11 22 - 2

When ordered by the Owner, immediately discontinue such methods that produce noise disruptive or harmful to facility functions and occupants, and employ unobjectionable methods. Equip air compressors, tractors, cranes, hoists, vehicles, and other internal combustion engine equipment with "residential" grade mufflers, and muffle the unloading cycle of compressors. Remove from site any equipment producing objectionable noise as determined by the Owner.

REQUESTS FOR INFORMATION (RFI) 01 26 13 - 1

SECTION 01 26 13

REQUESTS FOR INFORMATION (RFI)

1.1 SUMMARY

A. This Section describes procedures for requesting information other than that which is shown in the Contract Documents, and discusses conditions under which such requests will be considered.

B. All RFI shall include a clear description of the issue including photos or drawings as appropriate as well as recommended solutions detailed such that the Owner and Architect may elect to simply accept (or deny) the recommendation as submitted.

C. Definitions:

1. The word "Contractor," as used in this Section, means the individual or entity who has entered into a Contract with the Owner for performance of the Work outlined in the Contract Documents.

2. The word "Work," as used in this Section, means the construction and services required by the Contract Documents, whether completed or partially completed, and includes all other labor, material, equipment, and services provided by the Contractor in order to fulfill the Contractor's obligations.

1.2 REQUESTS FOR INFORMATION

A. Assumption of prior knowledge:

1. The Instructions to Contractors for this Work stipulate that, prior to submitting a bid, contractors become thoroughly familiar with the proposed Contract Documents, and that they request and secure clarification on all matters on which there may be any question as to design intent.

2. Reasons for this stipulation include the Owner's desire:

a. That the Contractor have complete and adequate knowledge of the proposed Work in order to propose a fair and proper price;

b. To avoid unnecessary expenditure of time and effort providing information during the course of the Work;

REQUESTS FOR INFORMATION (RFI) 01 26 13 - 2

c. To discourage frivolous requests for information, while encouraging thorough familiarity with the Drawings, Specifications, and other Contract Documents.

B. Necessity for procedures:

1. Despite the intentions of the above stipulation, it is understood by the Owner and the Architect that inadvertent omissions or conflicts can occur in the Contract Documents, and that further clarifications of data may be required during progress of the Work. Therefore procedures for requesting such information are hereby established.

C. Procedures:

1. Prior to requesting information, the Contractor shall conduct a thorough search of the Contract Documents in order to clearly establish that the desired information is not included in the Documents.

2. The Contractor shall then fill out a "Request for Information," on a form previously approved by the Architect, and deliver it to the Architect and a copy to the Owner.

3. The Architect will then conduct the necessary research to satisfy the Contractor's request.

4. The RFI shall include clear description of the issue, including photos or drawings as appropriate as well as recommended solutions detailed such that the Owner or Architect may elect to simply accept the recommendation as submitted.

5. The Architect will respond to the Contractor's request within a reasonable period of time, a maximum of five working days.

a. Should the requested information not have been previously available, it will promptly be supplied to the Contractor.

b. Should the requested information have already been shown in the

Contract Documents, the Owner will deduct the sum of Two Hundred Dollars ($200.00) from the Contract Sum as reimbursement for time and effort expended in redundant research. This deduction will be issued by the Architect in the form of a deductive Change Order.

D. RFI Urgency: Indicate the urgency, or necessity of the RFI, or how construction activities depend upon a response or answer. State the urgency in terms of work days, or name the calendar date when an answer must be received by the Contractor in order to avoid the completion or start of a given activity. If practicable, indicate whether failure to receive a timely response to any RFI will affect the completion of any construction activity or the overall completion of the contract.

REQUESTS FOR INFORMATION (RFI) 01 26 13 - 3

E. RFI Form: The contractor is allowed flexibility as to the form and content of the RFI form. However all RFI forms shall be neat, legible, and present the following information:
