About this file

This is a Request for Proposals (RFP) issued by the City of Lawrence, Massachusetts for electronic payment services. The City seeks qualified vendors to provide web-based online bill payment and credit/debit card processing services for municipal and school financial transactions. The RFP was released on June 1, 2026 at 9:00 a.m., with proposals due by June 15, 2026 at 11:00 a.m. at the Office of the City Clerk, 200 Common Street, Room 107, Lawrence, MA 01840. No bidder's conference or site visit is mentioned in the document. The City anticipates evaluating proposals from June 15-22, 2026, with contract award expected in June 2026 and implementation deadline of July 1, 2026. The contract term is three years with the option for the City to extend performance dates by mutual agreement. The City, serving 75,000+ residents, currently processes payments in traditional forms (checks and cash) and electronic forms (credit cards and ACH transfers) for various services including tax bills, utility bills, licenses, permits, and fees, with the goal of expanding cashless payment options across all city and school departments.

Pricing for the contract is transaction-based, with vendors required to provide per-transaction fees for both credit/debit card payments and ACH payments across all three contract years. The RFP estimates 70,000 credit/debit card transactions and 30,000 ACH transactions annually, with potential 20 percent annual increases, though the proposer's per-transaction fee shall remain firm throughout each contract year. Vendors must offer their lowest available pricing including all local government discounts on an item-by-item basis. Convenience fees may be paid by customers or the City, at the City's discretion, and must be processed as separate transactions. The City shall not be obligated to pay for services as payments by alternative means remain optional for citizens. Award will be made to the responsive and responsible proposer offering the most advantageous proposal considering both price and services. Proposals must include technical components (one original and three copies) and a separate cost proposal (one original), along with required certifications including Certificate of Non-Collusion, Certificate of Tax Compliance, Clerk Certificate, and W9 Form. The City reserves the right to cancel the RFP or reject any proposals if deemed in the City's best interest, and contract execution is subject to City Council appropriation.

INTRODUCTION

DECISION TO USE COMPETITVE SEALED PROPOSALS

Due to qualitative considerations needed to determine the best value for the provision of on-line and electronic bill pay processing services, the Chief Procurement Officer has, in accordance with M.G.L. c.30B, §6(a), determined that the City of Lawrence will be best served by utilizing a Request for Proposals (RFP) process. Such a process will enable the City to evaluate key factors such as vendor's history in providing similar systems and services to municipal customers, flexibility in transaction sites and number of products. Because the City seeks to use electronic payments systems for all types of payment transactions, it is important that the City have the ability to select the most advantageous proposal on the basis of experience, references, cost, equipment quality, and adherence to desired specifications.

PROJECT SCOPE

The City of Lawrence receives payments from various sources, both in the traditional form of checks or cash, as well as electronic payments via credit card or ACH transfer, as the payor may elect. Electronic payments include, without limitation, payments for various types of tax bills, utility bills, dog licenses, fishing licenses, athletic field permits as well as payments by private contractors for police details, activity fees, school athletic fees, parking meter charges, and library fines. The City wishes to expand its ability to accept electronic payments for all remittances. Such expansion would allow customers to initiate their payments to the City via the City website from any web connection whether at their home or office, or at City locations such as City Hall service windows. The City currently has 75,000+ residents and processes a large amount of financial transactions. Our goal is to, if possible, is to provide a cashless option for all city & school financial transactions.

It is intended that the services to be provided hereunder are for only as a convenience to persons making payments to the City, i.e., Payers shall have the option of making payments by means other than by on-line or electronic means. The City shall not be obligated to pay the vendor for the services described hereunder.
