About this file
This is an Environmental, Health, and Safety (EHS) Handbook issued by the City of Homestead Public Services for contractors participating in the Lucy Substation Barrier Wall Construction project at a 138kV energized facility. The handbook establishes mandatory safety and environmental standards applicable to all contractors, subcontractors, and vendor personnel working on-site. The Lucy Substation serves as a critical infrastructure asset and primary tie-in point for the Florida Power & Light feeder, and the project involves furnishing and installing prefabricated concrete perimeter barrier walls to harden the station against physical threats and environmental damage. The handbook applies to all personnel entering the substation perimeter and requires completion of a site-specific safety orientation with daily logging. The document does not specify project duration, contract award dates, or response deadlines, as it functions as a binding safety protocol document issued alongside the bidding addendum rather than a standalone contract notice.
The handbook mandates strict compliance with OSHA Title 29 CFR, the National Electrical Safety Code (NESC), and City of Homestead safety regulations as a contractual requirement. Critical safety requirements include maintaining an 11-foot, 10-inch Minimum Approach Distance for unqualified personnel from 138kV parts and a 15-foot working clearance envelope for heavy machinery, with all personnel required to wear Class E electrical-rated hard hats, EH-rated footwear, ANSI Z87.1 safety glasses, and FR flame-resistant Class 2 or 3 high-visibility clothing. The site is located in an AH High-Risk Flood Zone requiring active weather monitoring and proper management of excavation spoils and concrete washout. All ground-breaking activities require a valid Sunshine State One-Call (811) ticket, and hand-digging or hydro-excavation is mandated within 5 feet of known underground utilities. The City of Homestead is an Equal Opportunity Employer encouraging participation from MBE/WBE/DBE businesses, and the handbook specifies that contractors must have documented experience furnishing and installing barrier walls at energized electric utility stations.

1.0 Purpose
The purpose of this handbook is to define the mandatory safety and environmental standards required of all contractors, subcontractors, and vendors operating at the Lucy Substation.
The Lucy Substation is a fully operational, live 138kV high-voltage power grid interconnection. Working within or immediately adjacent to an energized substation presents life-threatening hazards, specifically electrical shock, flashovers, and arc flashes. Compliance with this handbook, OSHA Title 29 CFR, the NESC (National Electrical Safety Code), and City of Homestead safety regulations is contractually mandatory.
2.0 Applicability
This handbook applies to all contractor, subcontractor, and vendor personnel who enter, perform work at, or provide materials or services to the Lucy Substation Barrier Wall Construction project site. It shall be issued alongside the bidding addendum to establish the mandatory safety expectations for working in close proximity to the 138kV high-voltage system, and its requirements are binding on every tier of the contractor's workforce for the duration of the project.
3.0 Definitions
MAD — Minimum Approach Distance — the closest distance permitted between a person, tool, or piece of equipment and an energized part.
NESC — National Electrical Safety Code.
OSHA — Occupational Safety and Health Administration; requirements referenced herein are found in Title 29
CFR.
Class E PPE — Personal protective equipment (hard hats) electrically rated for use up to 20,000 volts.
EH Rated — Electrical Hazard rated footwear providing protection against incidental contact with energized circuits.
FR Clothing — Flame-Resistant high-visibility outer clothing, Class 2 or Class 3.
AH Flood Zone — A FEMA-designated high-risk flood zone subject to shallow flooding, applicable to the Lucy Substation site.
811 / Sunshine State One-Call — Florida's statewide underground utility locate service; a valid ticket is required before any ground-breaking.
Spotter — A qualified, City-designated individual with no other assigned duties whose sole responsibility is to monitor equipment clearance from energized parts.
4.0 General Site Access & Conduct
• Authorized Entry Only: No contractor personnel may enter the substation perimeter without completing the site-specific safety orientation and logging in daily.
• Substation Escort / Spotters: All heavy equipment operations must be actively monitored by a qualified City-designated spotter or safety professional.
• Housekeeping: The work area must be kept clear of trash, debris, and conductive scrap materials. Wind-blown debris inside an energized yard can bridge electrical clearances and cause a catastrophic fault.
• Fit for Duty: A strict zero-tolerance policy for drugs, alcohol, and firearms is enforced.

5.0 High-Voltage Electrical Safety (Critical)
All personnel, hand tools, and materials must maintain strict OSHA/NESC clearance envelopes from all energized 138kV buswork, lines, and switches.
5.1 Minimum Approach Distances (MAD)
• The absolute Minimum Approach Distance for unqualified personnel to exposed 138kV parts is 11 feet, 10 inches.
• The Working Clearance Envelope for heavy machinery (excavators, cranes, concrete pump trucks) near 138kV lines is a minimum of 15 feet, unless explicit written permission and/or circuit isolation is provided by the City.
5.2 Look Up and Live (Overhead Hazards)
• Boom-Type Equipment: Excavators and crane booms must have mechanical boom-guards or proximity warning alarms installed. Excavator buckets must never be raised higher than absolutely necessary to move panels or columns.
• Safety Spotters: A dedicated safety spotter with no other duties must monitor the boom of any heavy machinery operating near overhead structures. The operator must maintain continuous line-of-sight with the spotter.
6.0 Civil & Construction Hazards
6.1 Grounding and Bonding
Because the site is a substation, the threat of step-and-touch potential during a grid fault is high.
• Temporary Grounding: Any metallic structures, heavy equipment, or rebar cages being handled near the energized yard must be temporarily bonded to the existing substation ground grid utilizing the specified #4/0 AWG grounding conductor.
• Final Assembly: Every structural column and swing gate for the new barrier wall must be permanently grounded according to the provided engineering drawings prior to final closeout.
6.2 Excavation, Clearing, and Trenching
• Sunshine State One-Call (811): Bidders must have a valid 811 ticket active before any ground-breaking, drilling, or clearing begins.
• Subsurface Hazards: Substation yards house critical buried high-voltage conduits, control wiring, and ground grids. Standard mechanical trenching is restricted; hand-digging or soft-digging (hydro-excavation) is required within 5 feet of any known underground utility or structural footer.
7.0 Personal Protective Equipment (PPE)
Contractors must supply and ensure their personnel wear the following Class E compliant PPE at all times within the substation fence line:
PPE Item Requirement / Rating
Hard Hat Class E (electrical rated up to 20,000 volts)
PRCD-HPS-02-00 Contractor EHS Handbook — Lucy Substation Page 5 of 7

Safety Glasses ANSI Z87.1 approved, with side shields
Footwear EH (Electrical Hazard) rated steel/composite toe boots
High-Visibility Clothing FR (Flame-Resistant) Class 2 or Class 3 outer layer
Hearing Protection Required during drilling, concrete breaking, or heavy machinery operations
8.0 Environmental, Flood, & Site Restoration
8.1 Flood Zone Considerations (Zone AH)
The Lucy Substation is situated in an AH High-Risk Flood Zone.
• Weather Monitoring: Contractors must actively monitor weather alerts. In the event of an imminent severe storm or tropical event, the contractor must secure all loose materials, panels, and equipment to prevent hydrodynamic drift.
• Site Drainage: Excavation spoils and temporary storage must not block existing site drainage ditches, swales, or retention areas.
8.2 Excavation Spoils and Concrete Washout
• Spoil Management: Any excavated soil must be contained and managed properly. If suspicious odors or discolored soils are encountered, work must immediately halt for City evaluation.
• Concrete Washout: Concrete trucks pouring foundations or footers for the barrier wall columns must use dedicated, contained washout bins. Washing out concrete onto open grass or into stormwater pathways is strictly prohibited.
8.3 Landscaping and Restoration
• All decorative landscaping, trees, and perimeter bushes outside the designated wall construction footprint must be protected by temporary construction fencing.
• Upon completion of the barrier wall, the contractor is responsible for grading and installing matching sod/grass stabilization on all disturbed soils.
9.0 Emergency Procedures
9.1 Immediate Incident Actions
In the event of an arc flash, contact with an energized line, or major injury:
1. DO NOT approach the affected equipment or person until City substation personnel confirm the system has been de-energized. You could become a casualty of touch/step potential.
