Sandra Maple ODOT 614.644.0291 Sandra.maple@dot.state.oh.us 2021/2022 1897/3003 Y Description, including type of counts:

Since 2009, EEC has provided typical ODOT traffic counts on a task order basis, including 24-hour and 48-hour volume and classification counts, video-based turning movement counts, and radar-based classification counts.

Ali Makarachi NOACA 216.241.2414 (#370) AMakarachi@mpo.noaca.org 2021/2022 191/360 N Description, including type of counts:

From 2021 to 2022, EEC completed classification counts on high volume corridors in the greater Cleveland region. 311 classification counts were collected, with the deliverable data formatted for direct input into the NOACA traffic count database. The project also included 131 video-based turning movement counts at various intersections. The turning movement data was processed by Miovision. 56 radar counts and 53 camera counts were also collected at various freeway locations in the Cleveland Region. Non-intrusive data collection technologies were used at these locations, due to the high-speed and high-volume conditions.

Charles Fawcett DLZ 773.823.4858 cfawcett@dlz.com 2021 119 N Description, including type of counts:

In 2021, EEC completed this project as a sub-consultant to DLZ, for Ohio-Kentucky-Indiana (OKI) Planning Agency. 74 classification counts were collected on high volume corridors in the greater Cincinnati area. The project also included 45 radar-based classification counts at various freeway locations throughout the region.

Include information concerning calibration methods, air switch testing, maintenance protocols, tube replacement standards, processing protocols etc.

EEC has offered traffic count services since our founding in 2004. In 2009, we began work on an ODOT task order contract, which involved mostly rural, vehicle-only (A1) locations. For that project, EEC deployed 20 Jamar TRAX Apollyon machines.

In 2012, growing demand for traffic count services (with emphasis on classification counts) lead EEC to purchase 30 additional traffic count machines. For this purchase, we selected Diamond Apollo machines, due to their established reliability for accurate classification data. After conducting numerous independent performance tests, we concluded that Diamond machines were significantly more accurate than Jamar machines for classification counts. Consequently, EEC discontinued use of Jamar counters for all counts. EEC has since purchased only Diamond machines, as our inventory has expanded.

In 2017, as part of an on-going contract with ODOT, we performed an independent classification test on four randomly selected Diamond machines. A count station was selected, and video recorded, with the four machines counting traffic at the same location. The video-based data was compared with the machine data and each machine was shown to count with extremely precise accuracy.

In addition to the reliability of the machine, the tube placement procedures are critically important to accurate data. Since the beginning of 2018, EEC is exclusively using “mini tubes” by Jamar – a light weight/low profile tube. The smaller tubes, when properly taped to the road, provide less area for tires to “grab” the tube and affect the tube spacing. EEC crews use four-foot metal sticks to accurately space tubes during placement. The sticks are used to control spacing at every nail and tape location point. After the setup is complete, the station is tested to confirm that all air switches are operational, and all vehicles passing over the tubes are being correctly recognized by the machine.

When tube stations are removed at the conclusion of the count period, our crews verify that each machine is still accurately registering as vehicles travel over the tubes. Tubes that have worn out are immediately discarded. To replace worn out tubes, EEC will use new tubes at strategic locations (typically high speed/high volume) to minimize the risk that tubes will “wear out” at these critical locations.

3) Statement of Abilities and Capacity – 1-page max

Provide information that illustrates firms’ ability to collect at least 500 counts in one calendar year. Include number of trained staff, number of equipped vehicles, any other items to be considered.

In 2022, EEC completed traffic counts at over 3,363 stations throughout Ohio. EEC will bring the same key team members, resources, and commitment to deliver this assignment.

EEC has three full time crew leaders who all have several years of ODOT traffic count experience:

• Cory Kundert – Supervisor (ten years)

• Erica Kinnel – Crew Chief (twelve years)

• Chad Reynolds – Crew Chief (seven years)

We have one additional full-time employee and two part-time employees, who all have at least 4 years of experience as well. These resources can be used on an as needed basis. In recent years, we have also paired part time summer help with our experienced crew leaders to increase our overall production throughout the summer months.

We currently have 1 minivan and 3 Ford Transit vans equipped with multiple strobes lights. This provides us the capability to deploy 3 crews simultaneously throughout the state. All crew leaders have a vast amount of experience in deploying tube counts, radar counts, and traffic camera intersection counts.

Our growing inventory of various types of counters allows us the flexibility to set up many counts in the same area all at once, which cuts down on the number of trips needed to perform the assigned work. As we perform more and more counts each year, our inventory is constantly getting larger. As a growing company, we have always been willing to add equipment and staff as necessary to accomplish the task.

We use Google Maps to plot out every count assigned to us and keep the maps updated on a daily basis. Different colors are used to show which counts have been completed, which ones are currently being performed, and which counts we have yet to do.

All EEC traffic count data collection projects are controlled by Cory Kundert. In this role, Cory develops detailed work plans, monitors day-to-day activity of the crews, and processes and submits all data. The traffic count program is Cory’s top priority, and he has established a track record of proactively working with ODOT to ensure that the data delivered is meeting the needs of the department.

Our founder and President, Kristin Eggeman, will serve as Client Service Manager and will work actively with Cory to ensure that EEC crews have adequate resources to complete traffic count assignments to the full satisfaction of the department.
