The Government will not, however, make an award at a significantly higher cost to gain slightly superior past performance. The evaluation factors in order of importance are:

1) Technical Capablilites: Demonstrated ability to meet vessel and crew requirements as specified in the Statement of Work. Offerors shall provide sufficient detailed information which demonstrates their technical capability, vessel specifications, and vessel captain qualifications.

2) Past Performance: Include three (3) references for similar contract efforts performed within the last three years. References shall include the contract number, description of the contract requirements, dates of performance, client contact name, client contact phone number and client contact email address.

2) Price: Price will be evaluated for reasonableness and completeness. An excessively high or low price may be deemed to indicate a lack of understanding of the requirements of this solicitation.

DUE DATE: Quotes are due no later than July 10, 2017 12:00PM EST.
