The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

. 9 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 15 days provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 36 months.

. 15 1352.228-70 INSURANCE COVERAGE (APR 2010)
(a) Workers Compensation and Employer´s Liability. The contractor is required to comply with applicable federal and state workers'' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer´s liability section of the insurance policy, except when contract operations are so commingled with a contractor´s commercial operations that it would not be practical to require this coverage. Employer´s liability coverage of at least $100,000 shall be required, except in states with exclusive or monopolistic funds that do not permit workers'' compensation to be written by private carriers.
(b) General liability.
(1) The contractor shall have bodily injury liability insurance coverage written on the comprehensive form of policy of at least $500,000 per occurrence.
(2) When special circumstances apply in accordance with FAR 28.307-2(b), Property Damage Liability Insurance shall be required in the amount of $ .
(c) Automobile liability. The contractor shall have automobile liability insurance written on the comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract.
Policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage.
(d) Aircraft public and passenger liability. When aircraft are used in connection with performing the contract, the contractor shall have aircraft public and passenger liability insurance. Coverage shall be at least $200,000 per person and $500,000 per occurrence for bodily injury, other than passenger liability, and $200,000 per occurrence for property damage. Coverage for passenger liability bodily injury shall be at least $200,000 multiplied by the number of seats or passengers, whichever is greater.
(e) Vessel liability. When contract performance involves use of vessels, the Contractor shall provide, vessel collision liability and protection and indemnity liability insurance as determined by the Government.

L. 113-235), Government agencies are not permitted to use funds appropriated (or otherwise made available) under that or any other Act for contracts with an entity that requires employees or subcontractors of such entity seeking to report fraud, waste, or abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.

(b) The prohibition in paragraph (a) of this provision does not contravene requirements applicable to Standard Form 312, Form 4414, or any other form issued by a Federal department or agency governing the nondisclosure of classified information.
(c) Representation. By submission of its offer, the Offeror represents that it does not require employees or subcontractors of such entity seeking to report fraud, waste, or abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.

. 20 52.203-99 PROHIBITION ON CONTRACTING WITH ENTITIES THAT REQUIRE CERTAIN INTERNAL
CONFIDENTIALITY AGREEMENTS (FEB 2015)
(a) The Contractor shall not require employees or subcontractors seeking to report fraud, waste, or abuse to sign or comply with internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.
(b) The contractor shall notify employees that the prohibitions and restrictions of any internal confidentiality agreements covered by this clause are no longer in effect.
(c) The prohibition in paragraph (a) of this clause does not contravene requirements applicable to Standard Form 312, Form 4414, or any other form issued by a Federal department or agency governing the nondisclosure of classified information.
(d)(1) In accordance with section 743 of Division E, Title VII, of the Consolidated and Further Continuing Resolution Appropriations Act, 2015 (Pub. L. 113-235), use of funds appropriated (or otherwise made available) under that or any other Act may be prohibited, if the Government determines that the Contractor is not in compliance with the provisions of this clause.

. 21 52.209-11 REPRESENTATION BY CORPORATIONS REGARDING DELINQUENT TAX LIABILITY OR A FELONY
CONVICTION UNDER ANY FEDERAL LAW (FEB 2016)
(a) As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that--
(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or
(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.
(b) The Offeror represents that--

1352.213-70: EVALUATION UTILIZING SIMPLIFIED ACQUISITION PROCEDURES
The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations: (1) Corporate Experience. The offeror shall provide no more than three examples of projects similar in size, scope, and complexity, current or completed, within the last five years with the individual values of $5,000.00 per year or greater. (2) Past Performance. The offeror`s past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. The offeror shall provide three references. (3) Price. Factor 1 and Factor 2 are considered technical factors. Factor 2 is less important than Factor 1, with Factor 1 being the most important factor among the technical evaluation. Factor 3 is not a rated/scored evaluation factor, rather a factor that will be reviewed for price completeness and accuracy, price realism, and price reasonableness. Technical factors, when combined, are significantly more important than Factor 3, but if non-price factors are evaluated as comparatively equal between two or more Offerors, Factor 3 may become a determining factor in the award decision. I. BACKGROUND
The mission of the National Oceanic and Atmospheric Administration (NOAA) is to understand and predict changes in climate, weather, oceans, and coasts; to share knowledge and information with others; and to conserve and manage coastal and marine ecosystems and resources. To accomplish its mission, NOAA has established over 700 facility site locations supporting a variety of activities and operations conducted by NOAA personnel across the United States and its territories.
The Office of the Chief Administrative Officer (OCAO) is a major staff office within NOAA that is responsible for NOAA-wide technical, programmatic guidance, and staff support to NOAA in the areas of Real Property Management, Logistics Management, Facilities Operations, Civil Rights and Equal Employment Opportunity, and Directives and Administrative Programs.
The OCAO has a requirement for copier maintenance for 10 copiers (black and white (B/W)/color and black and white only) at the NOAA National Capital Region (NCR), Silver Spring Metro Center campus, Building 4 (SSMC4) and Building 3 (SSMC3).
The Contractor shall furnish all labor, transportation, parts, equipment, and all required supplies (except paper and staples), necessary for the operation of the identified copiers. This requirement includes maintenance, help desk support service (to include on-call customer support), and consumable supplies.
II. OBJECTIVE & SCOPE OF WORK
The purpose of this acquisition is to obtain the services of a Contractor who will provide copier maintenance for six (6) copiers to include on-site maintenance, service and consumable supplies. The service shall include Parts, Labor, and Toner, but exclude paper and staples.

The Contractor shall provide an all-inclusive firm fixed flat rate price for one year of service, which includes maintenance and consumable supplies for the copiers.
The maintenance pricing shall include firm fixed rates based on the estimated usage per month for the copiers. Pricing shall also include rates for usage overage.
The Contractor shall provide recorded meter reads, routine maintenance, and other duties to ensure equipment is functioning and available to staff personnel.
The Contractor shall provide a toll-free number and/or a web-based interface for Help Desk support and the request for supplies as needed for all copiers.
The Contract shall include any and all consumable supplies, except paper and staples.
The responsibility for maintaining and conducting preventive maintenance service on the copiers furnished under this contract shall be solely that of the contractor in accordance with this SOW.
Service Calls: The Contractor shall respond to service calls during normal duty hours (between 7:30 am EST and 4:30 pm EST), Monday through Friday, excluding holidays and federal closures observed by the Federal government. The Contractor shall respond to service calls submitted via the Help Desk within two (2) hours of notification of need for service. Service calls identified as critical shall be responded to within one (1) hour after notification of need for critical level service. The Contractor shall furnish COR with a copy of maintenance call record sheets on a monthly basis.
All consumable supplies as noted in this SOW shall be provided by the Contractor within two (2) hours of request. The government is not responsible for moving, inventorying, storing or issuing consumable supplies.
III. INSTRUCTIONS TO QUOTERS
The Contractor’s quoted price shall be a firm fixed rate for usage based on the estimated monthly copies noted in Table 1. Rates shall be for black and white copies as well as color copies. The Contractor shall also provide an overage rate in the event that usage exceeds the estimate for the month. The quote shall include all labor, service, and consumable supplies, including toner but excluding paper and staples.
The decision for award will be based on the quote(s) that provide the best value to the government. Contractors not authorized to provide service on the copiers will not be considered responsive and will not be considered for award. Contractors are encouraged to submit quotes for service on all copiers; however, quotes will be accepted for service to one or more of the copiers. Those quotes that provide the most comprehensive service will be given more credit.

IV. PLACE OF PERFORMANCE
Services shall be performed exclusively at the NOAA work site.
Contractor personnel will require proper identification in the form of a government-issued photo identification card. All Contractor personnel will require an escort while in NOAA facilities.
V. SKILL AND RELEVANT EXPERIENCE
The Contractor shall provide personnel with the required skill levels to fulfill the requirements of this order. The Contractor shall be authorized by the manufacturer to provide maintenance service to the copiers/printers listed below. The Contractor shall be an authorized service provider for all of the copiers/printers listed in their quote.
Service to the following printers is mandatory requirement for this award:

VI. GOVERNMENT PROVIDED RESOURCES
