About this file

This is a Controlling Board document from the Ohio Department of Education and Workforce, requesting approval for an agency released competitive opportunity for fiscal year 2026. The document involves four Educational Service Centers (ESCs) located in Lucas, Cuyahoga, Muskingum, and Montgomery counties: Educational Service Center of Lake Erie, Educational Service Center of Northeast Ohio, Muskingum Valley Educational Service, and Montgomery County Educational Service Center.

The contract is for implementing Comprehensive School Threat Assessment Guidelines (CSTAG) training and coaching for Ohio school and district Behavioral Threat Assessment (BTA) teams, funded by a $675,718 grant from the Bureau of Justice Assistance STOP School Violence initiative. The Montgomery County ESC will serve as the lead, coordinating training services, ordering threat assessment manuals, and facilitating a community of practice. The contracted ESCs will provide free training and coaching to public and non-public schools and districts, with refresher training for up to 838 established teams and coaching for new teams. ESC personnel have received certification from School Threat Assessment, LLC, an evidence-based training model for identifying and managing potential threats before they escalate to violence.

Request Summary The Ohio Department of Education and Workforce respectfully requests approval for an agency released competitive opportunity from fund 3HF0, ALI 200649 (Federal Education Grants) in an amount not to exceed $675,718 in FY 2026 to contract with four Educational Service Centers (ESCs) to implement Comprehensive School Threat Assessment Guidelines (CSTAG) training and coaching to Ohio school and district Behavioral Threat Assessment (BTA) teams.

Funding Fiscal Year Fund ALI Amount

2026 3HI0 - Student Support and Academic Enrichment

200634 - Student Support and Academic Enrichment $675,718.00

Explanation The Department was awarded funding from the Bureau of Justice Assistance STOP School Violence initiative. Included in the Department's grant application was a plan to solicit contracts with Educational Service Centers (ESCs) to facilitate Comprehensive School Threat Assessment Guideline (CSTAG) training and coaching to school and district behavioral threat assessment (BTA) teams within their region. One ESC would be designated as the lead for data collection purposes. This solicitation occurred in FY 2024 and encompassed the entire grant period.

ESC personnel facilitating training and coaching activities have received certification from School Threat Assessment, LLC, an evidence-based training model used in identifying, assessing, and managing threats and threatening behavior before it escalates to violence.

The contracted Educational Service Centers will subsequently provide training and coaching within their designated region to public and non-public schools and districts at no cost.

Refresher training will be provided to up to 838 established and previously trained school and district behavioral threat assessment (BTA) teams. Each ESC will be responsible for communicating to unestablished schools and districts to provide information training and coaching opportunities. Coaching sessions will be provided to new and existing teams should an emergent threat be identified.

The Montgomery County ESC will serve as the lead in coordinating training and coaching services including an expert led community of practice with the *four lead ESCs. Montgomery ESC will also be tasked with ordering threat assessment manuals for new teams and coordinate data collection with a third party evaluator. The expert led-facilitator will also implement training to certify more trainers.

*Five ESCs have been awarded contracts, ESCCO's FY 2026 contract amount does not warrant Controlling Board approval as it is under the direct purchasing authority.
