Request Summary The Ohio Department of Education and Workforce respectfully requests Controlling Board approval for a waiver of competitive selection from fund 3HQ0, ALI 200651 (Emergency Assistance to Non-Public Schools) in an amount not to exceed $4,920,880.70 in FY 2026 to contract with six Suppliers to provide high dosage, comprehensive tutoring programs to Ohio's students in the subjects of English Language Arts, Mathematics, Science, and Social Studies which align to Ohio's Learning Standards.
Funding Fiscal Year Fund ALI Amount
2026 3HQ0 - Governors Emergency Education Relief Fund
200651 - Emergency Assistance to Non-Public Schools $4,920,880.70
Explanation The US Department of Education approved the Department's request to utilize funds during the late liquidation period (until December 30, 2025) under the American Rescue Plan Act (ARP) for the purposes of high dosage tutoring which provides direct academic tutoring services to students to mitigate pandemic induced learning loss. Only schools who had previously participated in receiving these services were eligible to continue and no new Suppliers were added to provide services.
Ohio House Bill 583 (134th GA) required the development of a list of tutoring programs that the Department considered to be of high-quality and have the potential to accelerate learning for students in the areas of English language arts (ELA) and mathematics. Respondents to a request for qualifications (RFQ) were required to provide evidence of a comprehensive tutoring program that included the six Key Components of High-dosage Tutoring, including high-quality instructional materials aligned to Ohio's learning standards, and quality tutors. Tutors providing services specific to ELA were required to provide evidence of alignment with the Science of Reading.
As a result of the RFQ six Suppliers meet these requirements.
Services will be provided in collaboration with the Department and local schools and districts. The contracts include a provision to measure student achievement. Services may be provided in-person or in a virtual setting dependent upon student and school needs.
Below are a list of the Suppliers including the grades and content their organization's will facilitate high dosage tutoring services to Ohio's school and districts. The Department will ensure any literacy or reading tutoring is aligned with Ohio's Plan to Raise Literacy Achievement.

2. BookNook Inc.- K-8 English language arts
3. BP Starfish (Huntington Learning Centers)- K-3 phonics, 3-12 reading, K-12 math
4. Catapult Learning- K-8 reading and math
5. Cignition- K-12 math and literacy

The Controlling Board previously approved how funds that reverted to the Governor's Emergency Education Relief fund from the Emergency Assistance for Non-Public Schools program was to be used (EDU0105055 - approved 5.22.23). In that request, the Controlling Board approved the use of funds to support high-dosage tutoring programs. Following approval by the Controlling Board, the Department reached out to the six approved vendors to begin negotiation of a contract to support non-public and public students across the state with tutoring. Each vendor contract was negotiated to provide approximately $4.4 million worth of tutoring services across the state.
This should be the last request the Department brings to the Controlling Board for approval for these services from this funding source as the funds will expire December 30, 2025.
