ATTACHMENT A
Statement of Work (SOW) K Street Parking
SCOPE OF WORK
The U.S. Department of Education (Department), Office of Management, Security, Facilities and Logistics Services, Logistics Division oversees and manages the Department’s parking facilities. The Department has a requirement for forty-three (43) parking spaces parking spaces in a managed facility within a two (2) block radius of 1990 K Street N.W., Washington, D.C., for Department employees who work in the building. The Contractor must provide the requirements outlined below:
1. Parking Facility
The Contractor must either own its own parking facility; have an existing lease with a parking facility; or at a minimum, must at least have a letter of commitment from a parking facility. The parking facility must encompass the following characteristics:
· Forty-three (43) Parking spaces
· A parking facility that allows for self-parking (whereby a driver can park independently)
· Secured parking facility
· Covered parking facility to protect vehicles from environmental elements
2. Management
The Contractor must provide daily management and oversight of the parking facility, including, but not limited to the following:
· Personnel
· Personnel uniforms
· Personnel training
· Supervision of personnel
· Insurance
3. Parking Permits
The Contractor must provide parking permits to the Contracting Officer’s Representative (COR), in Transportation Services Branch, a minimum of one month prior to the end of the calendar year.
The Contractor must operate and manage the parking facility in accordance with the operating procedures set forth herein and in accordance with the Americans with Disabilities Act Accessibility Guidelines (ADAAG). The Contractor must provide parking spaces with self-parking by employees or visitors, or both. Accessible spaces must be provided in each parking area in conformance with the table below. Spaces required as stated in the table need not be provided in the particular lot. The Contractor may provide the spaces in a different location if it ensures equivalent or greater accessibility in terms of distance from an accessible entrance.

Access aisles adjacent to accessible spaces must be 60 in (1525 mm) wide minimum.
One (1) in every eight (8) accessible spaces, but not less than one, must be served by an access aisle 96 in (2440 mm) wide minimum and must be designated "van accessible" as required. The vertical clearance at such spaces must comply and all such spaces must be grouped on one level of a parking structure.
