1. Will the site walk attendance list be published? That would help us determine which contractors are quoting the job and might be interested in offering Schneider Electric equipment.

ANSWER – yes, it will be included with this amendment. See attached Site Visit Sign in Sheet See attached document: 621-22-137 Replace Bldg 162 Emergency Generator Pre-Bid Sign In Sheet.

1. What is the desired outage plan/schedule for the install? For example, will this be completed during normal working hours (M-F/8-5), weekends, nights, holidays, etc.?

ANSWER - The majority of the work can occur during normal working hours. Weekends may be required for outages for connecting temporary power to the facility. These outages would occur primarily for the demolition and installation of the main distribution panels.

1. Are there any special requirements around site access/training that we will have to vet our Field Service Reps for?

ANSWER -All contractor/subcontractor personnel are required to go through training with the VA’s safety representative. This should be completed prior to the start of work. Contractors that will be on site for the length of the project should obtain VA issued badges. Contractors that are onsite for a week or less at a time can be issue temporary badges when they are on site.

1. Who is the manufacturer of the existing BMS? (reference drawings page ED101 – Sheet Note 3, page EP101 – Sheet Note 3, or page EP104 – Sheet Note 2) ANSWER -The BMS manufacturer is Computrols.

1. Are we responsible for adding the BMS Module and all programming? (reference drawing page EP101 – Sheet Note 3) ANSWER -There is an existing Computrols controller that has a run indication alarm for the existing generator. The new generator will need to be connected to the same point on the controller to send a run indication status to the BMS. No new programming or controller are required.

1. On the drawings (page CD101 and C-101) it states the chain link fence is 8’ (96” tall), but the specifications (see section 32 31 13, page 3 – Part 2.2.B “Chain Link Fabric”) state “1.8 m(72 inches) high” as the height of the chain link fence. Should we be using the height of 8ft as the drawings states?

ANSWER -The 8ft specified on the drawings is the correct height.

5. Are 3-strand of barbed wire the needed quantity for the barbed wire atop the chain link fence? There are no specified quantity for the number of strands of barbed wire (reference specification 32 31 13, page 3 – Part 2.4.A “Barbed Wire”), so if we could please get confirmation on 3-strand or if there is another quantity amount we need to provide.

ANSWER -3-strand barbed wire is acceptable.

1. The specifications make references to Division 23 and 25 section specifications, however there are no Division 23 or 25 specifications in the provided specifications book (see Section 26 32 13, page 1 – Part 1.2.I & J)—are these specifications able to be provided for this project specifically?

ANSWER -Neither divisions 23 or 25 are part of the specifications for this project and the references to these divisions can be ignored.

8. In the Generator specification 26 32 13 section 1.5.A.7.a.3 calls for emissions that meet all state and local regulations, and in section 2.2.E.F calls for the engine to meet Tier 4 emission standards. Can you please clarify the emission standard that the Standby Emergency Generator will be held to?

ANSWER -The generator emission standards shall meet all state and local regulations as well as the EPA regulations for emergency standby generators. EPA 40 CFR 60.4205 refers to 40 CFR 62.4202 which does not require Tier 4 emission standards for emergency generators of less than 30L per cylinder. TDEC Chapter 0400-30-39 states 40 CFR 60 Subpart IIII (Standards of Performance for Stationary Compression Ignition Combustion Engines) has been adopted. Follow all applicable emissions standards per EPA and TDEC for the correct emissions Tier requirements.

9. E602 shows a "new generator auxiliary panel 208/120V 1Ph". Two Questions: Is that last part supposed to be 3PH? Also, what is the intent of this panel? Is it an annunciator?

ANSWER -Yes, this is a 208/120 3ph panel for electrical loads located on the generator pad. This also includes loads within the quick connect/load bank enclosure, such as receptacles, strip heaters and lighting.

10. E602 calls for a single purpose generator docking station and, in a separate box, a load bank. But, on E501, detail C1 is showing a one line for a dual purpose generator/load bank docking station. Keynote 7 and 8 on page ES101 appears to agree with E602. I need to know which of these to quote.

ANSWER -The docking station is a dual-purpose docking station for the temporary generator connection and the permanent load bank connection.

11. Generator spec section 2.1C.1. shows that the generator is "Emergency Standby". Currently, the EPA says that HP engine can be Tier 3 rated because it is stationary and likely to have less than 200 hours per year of run time. 2.2.E states that the generator has to "meet Tier 4 emissions." According to the EPA this is not the case. If they do want this generator to meet Tier 4 emissions, it will likely double the cost of the generator and include a DEF tank that will have to be maintained. I need to know if it's OK to include the Tier 3 engine and take exception to the Tier 4 engine.

ANSWER -The generator emission standards shall meet all state and local regulations as well as the EPA regulations for emergency standby generators. EPA 40 CFR 60.4205 refers to 40 CFR 62.4202 which does not require Tier 4 emission standards for emergency generators of less than 30L per cylinder. 12. Are any additional manufacturers other than Trystar acceptable for the docking station?

ANSWER -Yes manufacturer’s with comparable docking stations to Trystar are acceptable.

13. Is OSHPC certification and IBC 2015 design parameters Ip=1.5 SDS = 2.0g, and z/h=1.0 acceptable to meet the seismic requirements.

ANSWER - OSHPD certifications are not acceptable for this project. Design parameters Ip=1.5 (which is specified in the design documents) and z/h=1.0 are acceptable. SDS=0.307g, per the design documents, should be used.

14. The Generator Auxiliary Panel shown on E-602 and described on E-603 appears to just supply power to the battery charger, jacket water heater and strip heater. It also appears to be remote from the generator. Can we replace this with a factory load center inside the generator enclosure? It is a single point for the EC to connect shore power to and it feeds the above accessories.

ANSWER -This electrical panel may also supply electrical loads in the generator docking station, such as receptacles and lighting. As long as there is available space in the generator factory load center and the ability to connect electrical loads outside of the generator enclosure, then a load center internal to the generator enclosure is acceptable.

15. Is there an Environmental Protection Plan submittal for this project? If so, is the method of disposal of the tank required as part of the submittal, or should it just include the safeguards during removal from the pad and hospital property?

ANSWER – The only requirements for an EPP are outlined in the Temporary Environmental Controls specification 01 57 19. Nothing additional is required beyond the requirements in that specification.

16. Can the existing conduits and wires for the Annunciator panel located in the nurse station be used for the new panel? If not, will conduits external to the wall be acceptable, or would interior wall conduits have to be replaced?

ANSWER -The existing conduits can be reused, but new wire should be pulled for the installation since the age of the existing wire is not known.

17. Will the work to be done in the generator and electrical room require that those rooms be under negative air pressure?

ANSWER – Negative pressure will be required within the electric rooms to minimize any dust or debris entering the facility during construction.

18. Does the VA Medical Center have any locally imposed environmental regulations that are above and beyond OSHA requirements that would need to be included into our plan?

ANSWER – No additional environmental regulations.

19. Will temporary power generators be required during power securing activities, and as standby power for the duration of the project?

ANSWER -Both normal and emergency power sources need to be available throughout the project. Temporary switchboards can be used in place of the permanent switchboards during the demolition and installation phases of the main distribution panels. The temporary switchboards could be supplied by generators or possibly from the medium voltage distribution to the facility. The medium voltage tie in would have to be evaluated with the COR for approval.

20. Will temporary power generators be required if the existing emergency generator is decommissioned but the current utility transformer remains online?

ANSWER -A temporary generator is required when there is no emergency backup generator online. This would occur when the existing generator is decommissioned and the new generator is not online and fully operational. There must always be a backup emergency power source available. Efficient phasing of the decommissioning of the existing generator and commissioning of the new generator can minimize the length of time a temporary generator is required and should not be required for the length of the entire project.

21. Is the existing 500KVA transformer the only electrical interconnection point from the utility for building 162? If not, can you provide the electrical drawings for additional interconnection points?

ANSWER -The existing 500kVA transformer is the only electrical connection to the primary utility which is fed from the VA owned medium voltage distribution switchgear.

22. Has the loading lock parking area/asphalt been evaluated to support the use of a mobile crane for lifting the generator? If not, will an evaluation be required by the contractor to perform.

ANSWER -The loading dock asphalt area has not been evaluated to support a mobile crane for lifting the generator. Depending on the size of the mobile crane an evaluation may be required by the contractor.

23. Is the current annunciator panel in the nurse’s station embedded into the existing wall or is it mounted to the wall? We were not able to view the nurse’s station area. If new panel is larger, is there enough room in the wall to install embedded into the wall?

The annunciator panel is flush mounted to the wall with conduit run from above ceiling external to the wall down to the panel.

24. What is the weight of the existing generator?

ANSWER -Generator weight is not on the nameplate. Refer to manufacturer’s documentation for factory specifications for Onan model 250DFBE 50745F.

25. Are the I-Beams in the overhead of the generator room structurally sound enough to utilize rigging beam clamps to lift the generator if necessary?

ANSWER -The structural integrity of the I-beams has not been evaluated for the use of rigging for generator removal. If the I-beams are to be used for rigging the contractor will be required to verify structural integrity.

26. Is the contractor responsible for providing company badges to go along with VA Hospital provided badges, or will the VA badges alone be sufficient?

ANSWER -VA badges will be sufficient.

27. Are there any additional property security requirements not listed, such as any required anti-terrorism training, etc.

ANSWER -No additional requirements.

28. Will the contractor be responsible for 24-hr security of materials during the installation or with the VA be providing this?

ANSWER -The contractor is responsible for the security of all materials and equipment until installed and accepted by the government.

29. Will there be any sales tax exemptions on materials for this project?

ANSWER: No, see below:

Special Notes regarding FAR 52.229-3: Federal, State and Local Taxes:

Offerors are hereby notified that all state and local sales or use taxes for construction materials must be included in their bid or proposal price. It is solely the responsibility of the offeror to include all other applicable taxes in their bid or proposal price as well. The Government has determined that for this acquisition it cannot take advantage of any sales or use tax exemptions that may be available to it under applicable state law. Under no circumstances will any Contractor be designated as an agent of the Government for purposes of any tax exemption, nor will the Government authorize any Contractor’s use of any tax exemption directly applicable to the Government under this procurement.

30. It was mentioned at the site visit that the period of performance will be suspended from the time material submittals are approved from the time that the materials are delivered. Will this suspension last until the longest lead time material is delivered to the site? If the contractor chooses to do any work on site while we are waiting for material deliveries will these working days be deducted from the period of performance?

ANSWER: Once the contractor is issued the notice to proceed, you will be able to do whatever work you are able to. If/when you get stuck with a long lead item and are unable to move forward with any other work, notify the COR and CO and we will issue the suspension of work. At the time of suspension, the remaining POP days will still be available to you when the suspension is lifted. Once you are able to resume work, notify the COR and CO and we can lift the suspension for work to resume. The contractor cannot perform any work on the contract while it is suspended.

31. Notes 35 and 37 on sheet G-002 mentions ‘designated staging areas’ and ‘contractor storage site’. Can you provided details on where this staging/storage area will be?

ANSWER -Once the contract is awarded, the VA will work with the contractor to determine a staging area for the project. The VA will attempt to establish a staging/storage area as close to the work site as possible to minimize traffic between the staging area and work site.

32. Will a section of the parking lot be dedicated to contractor and subcontractor parking?

ANSWER -Dedicated parking would be established within the staging/storage area provided to the contractor. A section of the parking lot adjacent to the facility will not be dedicated to contractor/subcontractor parking.

33. Note 47 on sheet G-002 mentions leveling the floors of the corridors to receive new flooring. a. Can you define which areas/rooms this note is referencing?

b. Is the installation of new flooring a part of the SOW for this solicitation?

ANSWER -There is no new flooring in the corridors for this project. That general note does not apply.

34. Note 16 on sheet G-002 states that the contractor shall obtain all building and fire permits from AHJ’s. The ‘Local Codes’ section under ‘Code Criteria’ on the same sheet states that the VA does not pay for review or inspection fees. Will the contractor need to reach out to city/county AHJ’s to include fees for reviews and/or inspections for this project or will the VA serve as the AHJ in all aspects for this project?

ANSWER -The VA is the AHJ in all aspects of this project.

35. Keynote #13 on sheet C-101 states to re-use the existing duct from the transformer to the electrical room if appropriate. Can we exclude this from our pricing and assume the existing duct is useable to save the VA potentially unnecessary cost?

ANSWER -No assumptions of existing conditions should be made since the existing conditions have not been verified. The existing duct bank may not have the required number of conduits or large enough conduits to be reused. If determined they are sufficient, then they may be able to be reused depending on the condition.

36. Sheet EP-103 Keynote #1 mentions a new BMS module for the new generator annunciator located in the nurse station. We cannot find any additional information on the new BMS module in the drawings or specs. Can you provide additional information on what is needed here?

ANSWER -No new BMS module is required. The BMS module is existing in the second-floor mechanical room and the connection to it is for generator run status alarming. A remote annunciator panel for the generator needs to be installed at the nurse’s station.

37. Regarding section 2.5 ‘Main Circuit Breakers’ of The Distribution Switchboards specs can you confirm if the new “MSB” and panelboard “1ED” are either Type 1 or Type 2?

ANSWER - Both switchboards MSB and 1ED can be Type 1, front accessible, with individually mounted and compartmentalized main breakers and grouped feeder breakers. The feeder breakers can be a lug in, lug out or I-line style breaker.

38. There is an access point not shown on the site plans, apparently for a fuel valve on the current fuel line, near the new transformer pad. Please clarify the intention for this man-access.

ANSWER - Original 550 gal underground storage tank was located under this manhole.

39. Drawing CD 101 Note 3 demolish and cap gas line. Can the line be emptied, capped and abandoned in place where/ if it does not interfere with new work?

ANSWER -The line is intended to be removed. If it cannot be removed then it can be emptied and capped off.

40. Drawing CD 101 symbol “g” starting at o2 tank farm. Is this the o2 line?

ANSWER -Yes, ‘g’ is the oxygen line.

41. O2 line: Is the O2 line encased in concrete?

ANSWER – It is unknown if the oxygen line is direct buried or concrete encased. This will have to be determined during the GPR survey required prior to digging.

42. O2 tank farm control wiring. Where is the o2 tank farm control wiring located?

ANSWER – Unsure exactly where the wiring enters the building. It may follow the same path as the underground piping. There is a master alarm panel located behind the first-floor nurse’s station.

43. Existing manhole near transformer. There is an existing manhole cover with 2 access panels near the existing transformer. Can the government please provide as drawings/ information on this manhole?

ANSWER - Manhole is to the original 550-gal underground fuel storage tank that was possibly abandoned in place. The GPR survey completed during the design did not show anything in this location. The original drawings show the tank approximately 10’ from the building and a minimum of 48” below grade.

44. Are there any other known underground features (not shown on the drawings) that will interfere with our scope of work?

ANSWER - There is an original 550-gal underground storage tank near the building that was possibly abandoned in place. Exact location or depth is unknown. The GPR survey that was completed during the design did not show anything in this location, but the original drawings show the tank approximately 10’ from the building and a minimum of 48” below grade. An underground GPR survey is required before any digging is permitted which may verify exact depth and location. This may require the electrical duct bank to enter the electric room in a different location than shown on the drawings, but still in the same general area on the north facing wall.

45. ED 101 sheet note 3. Is the bus duct existing?

ANSWER -There is existing conduit from the generator room to mechanical room for the existing BMS signal.

46. ICRA requirements: Is all work outside of mechanical/electric rooms required to have construction barriers in place or work with a containment cube?

ANSWER -Outside of the electrical/mechanical rooms, the ICRA requirements specified in the construction documents apply. Refer to specification 01 35 26 Safety Requirements for ICRA class and requirements.

47. Normal power: Is it the general intent to always keep the building on a full normal power load?

ANSWER -Yes, there is no intent to load shed during the construction. The building operations should run as normal throughout the length of the project.

48. Emergency power: What is the longest duration the building be on emergency power only, while we preform our work?

ANSWER – 24 hours

49. No power: What is the longest duration the building can be without any power while we preform our work?

ANSWER -The building cannot be without any power due to the occupancy of this facility.

50. Permits: Other than the air permit is the contractor required to obtain any additional perm ANSWER -No additional permits are required.

51. As, discussed during the walk, will the submittal for long lead electrical components need to be approved prior to the NTP being issued?

ANSWER -No work will begin on the project until the NTP has been issued. Once the NTP is issued then the submittal approval process will begin.

52. Is there any asbestos on the premises or in the work area?

ANSWER -No known asbestos within building 162.

53. What are the VA’s preferred working hours for this project?

ANSWER -Normal working hours are 7 am to 5 pm.

54. What would be the coordination with the demolition and construction, in regard to noise?

ANSWER -Refer to specification 01 57 19 Temporary Environmental Controls for noise reduction requirements. Since there are residents that live in this facility, noisy activities should be done during normal working hours instead of after hours.

55. Are VA issued IDs required for all contractors and subcontractors?

ANSWER -VA issued badges are required by all personnel that will be present on the site for duration of the project. Subcontractors that are only on site for a week or less can be issued temporary badges for the length of the work.

56. For any electrical shutdown, how far in advance does the request need to be made?

ANSWER -A minimum of one week if the electrical shutdown only affects building 162. If the electrical shutdown will affect the campus distribution, a minimum of 2 weeks is required.

57. Will the VA allow us to do any hot work while the electrical components are installed?

ANSWER -Energized work is not permitted.

58. Will the two sheds need to be relocated or are they going to be demolished and trashed?

ANSWER -Currently the plan is to relocate the sheds.

59. Can the contractor stage outside the electrical rooms?

ANSWER -Exact location would have to be presented and approved by the COR. The materials cannot interfere with any egress, access to the loading dock for unloading of supplies to the facility or the oxygen system.

60. Will it be a requirement to have a negative rapid COVID test to go into Building 162 every day that the workers are on site?

ANSWER -Currently a negative COVID test is required for contractors to access building 162. This test can be taken on site and is valid for one week.

61. Will the VA provide specialized keys and fobs to the prime contractor or will we need a VA chaperone at all times?

ANSWER -The prime contractor will be given keys to the area of work unless it is a location off limits to contractors without VA personnel present. The prime will be issued keys for the electrical and mechanical rooms.

62. Is a schedule required at the time of submission of bid?

ANSWER -A project schedule is not required at the time of submission of bid. It is required within 30 days of the NTP.

63. Will the VA allow the contractor to work on weekends and during the night?

ANSWER -It is preferred that the contractor work during normal working hours. If there is work that requires after hours or weekends work, it needs to be approved by the COR.

64. According to the Chain Link Fence Manufacturer’s Institute (CLFMI) any fencing over 6’ should be 2.875” as the Nominal Outside Diameter of the end posts (round), so could the VA please confirm or deny this requirement needs to be met with an 8’ tall fence?

ANSWER – Yes this is correct. The line posts are 2.375” and the terminal posts are one size larger at 2.875”.
