Additional RFIS and Answers
Would you please consider an extension in order to allow manufacturers to provide quotes and allow questions to be answered?
There will not be an extension at this time, as quotes from the manufacturer could have already begun with the information from the SOW. Original RFIs (questions) were received and answered 4 May 2023 in Amendment 1 posted in SAM.
· Will we be provided site storage, staging and parking area be available during construction time at no cost?
· A staging and parking area can be provided with the responsibility of the contractor to prep the area (i.e. gravel, fencing) and secure it. Storage is the responsibility of the contractor as well. The VA does not pay for stored materials.
· Will we be provided trash dumpers at site?
· Dumpsters are the responsibility of the contractor and must be stored within the fenced in staging area.
· Will we be provided enclosed dust chutes with control gates from floor to carry debris to truck?
· The contractor is required to supply all equipment and materials to complete the work required for this project.
· Will we be provided safeguards for use during demolition, removal operations and around exposed excavations?
· The contractor is required to supply all safeguards for safely completing the scope of work for this project.
· Will we be provided disposal of all materials, other than earth to remain, from trash dumps?
· The contractor is responsible for the disposal of all materials generated during demolition and construction.
· Will a clean-up crew be created?
· Clean-up is the responsibility of the contractor, not the VA.
· Air Permit with TDEC will be needed?
· The contractor is required to file the air permit with TDEC.
· Demo of existing and New equipment pads for electrical equipment will be done by us?
· All demolition is the responsibility of the contractor.
· Any other concrete work in site for electrical equipment will be done by us?
· All concrete work required for the installation of the equipment for this project is the responsibility of the contractor, including any concrete damaged due to construction equipment operated by the contractor.
For Engineering
· Plan E-601
· Existing 5 sets of 4#500 - 3-1/2"C from existing transformer, generator and from ATS to both Main and Main Emergency Distribution Panelboards are in a hatched area to be demolished. Is it acceptable for the underground conduits to just cut and abandon/cap?
· All conduit and wiring is to be removed unless it can be reused for the new installation.
· As demolition plan ask for the removal of all Primary/Emergency power supply as well as the whole Service Entrance gear and Specs call for Temporary power supply as well, would you please provide an schedule/phasing of how this process is planned? Please clarify.
· It is the responsibility of the contractor to phase the construction to maintain the operation of the facility throughout the construction.
· Plan E-602
· Deductive alternate asks for reduction of capacity for all new electrical equipment but not for feeders/sub-feeders. Should we keep the same wires/conduits a for the Main Bid or recalculate them for Alternate conditions?
· Conductor size can be reduced based on the reduced capacity generator for the deductive alternate.
· New generator auxiliary panel is represented in One Line diagram as a separate panel but it could be internal to the generator enclosure. Please confirm which one will be?
· The auxiliary panel can be internal to the generator as long as the panel can also be used to supply electrical loads outside of the generator enclosure, such as receptacles or lighting in the generator docking station.
· New Emergency is located at the Generator Enclosure on this plan but on EP101 is represented in both inside and outside walls of electrical room. Are the (3) stops needed? Please clarify.
· There is an e-stop on the generator, an e-stop in the electric room and an additional one on the exterior to the building which is for the local fire department to shut down the generator if needed since they do not have access to the electric room or generator enclosure.
· Plan ED101, from scaled plan is not clear if there is enough space to move the existing generator out of the room. Please clarify.
· The existing generator is capable of being removed through the existing louvres, either whole or in pieces. It is the contractors responsibility to determine the best method of generator removal without damaging the structure.
· Besides that, safety barriers outside the room will be demolished and put in place again by General Contractor? Please confirm.
· Any safety barriers are the responsibility of the contractor to install and maintain throughout the construction.
