About this file

This is a federal grant program overview document for the Early Childhood Comprehensive Systems: Scaling Effective Early Childhood Systems Development (ECCS SEED) Program, posted on Grants.gov as HRSA-26-057. The program is administered by the Health Resources and Services Administration (HRSA), Maternal and Child Health Bureau, Division of Home Visiting and Early Childhood Systems. The estimated total program funding is $7,000,000, with an award ceiling of $875,000 per recipient and an estimated 8 awards available. The project period runs for 5 years from September 30, 2026, through September 29, 2031.

The ECCS SEED program improves access to high-quality, coordinated care for families from pregnancy through age 5 by strengthening early childhood systems and identifying family needs early. Applicants must complete four core activities: establish or expand Centralized Intake and Referral Systems (CIRS) to assess family needs and connect them to appropriate services; implement a community-wide, evidence-based early childhood model to improve well-child visits, developmental screening, and parent-child relationships; provide state, tribal, or territory early childhood systems leadership; and plan for long-term systems sustainability. Eligible applicants include states, tribes, territories, and eligible domestic entities with statewide or tribal reach; only one award per state or jurisdiction is permitted, with a tribal exception. The program aims to boost family strengths, detect developmental concerns early, support child flourishing, and address root causes of chronic disease through concentrated investments that offer greater systems sustainability, community-wide services, statewide impact, and stronger systems integration.

The Early Childhood Comprehensive Systems: Scaling Effective Early Childhood Systems Development Program (ECCS SEED) improves access to high-quality, coordinated care for families from pregnancy through age 5 (P-5). The program strengthens early childhood systems by identifying family needs early– like mental health support, parenting education, and food and housing assistance–and connecting both children and caregivers to high-quality services. By supporting families during the earliest and most critical years of a child's development, ECCS SEED helps prevent chronic disease and supports lifelong health.
