About this file
This Request for Proposal (RFP) document is issued by the Tarrant Regional Water District (TRWD), a publicly elected five-member board entity serving Tarrant County, Texas, for guardrail height adjustment services at Eagle Mountain Spillway. The project encompasses approximately 6,200 linear feet of existing metal beam guard fence (MBGF) located along both sides of the roadway across the dam crest, with the objective of restoring the guardrail to a nominal rail height of 28 inches above the adjacent finished roadway/shoulder surface. The scope of work includes loosening and repositioning existing W-beam rail, adjusting rail-to-post connections, raising or replacing posts where necessary, correcting rail alignment, and conducting pre-construction inspections to verify existing field conditions. A mandatory pre-proposal meeting is scheduled for October 8, 2026, at 10:00 a.m. at the TRWD Eagle Mountain Office, with proposals due no later than 2:00 p.m. on October 20, 2026, submitted electronically through the procurement portal at https://procurement.opengov.com/portal/trwd. The contractor selection date is November 17, 2026. Questions must be submitted by 5:00 p.m. on October 14, 2026.
The pricing proposal requires submission as a lump sum bid for the primary work (MBGF height adjustment per linear foot), with separate unit-price line items for replacement W-beam rail, replacement wood or steel posts, replacement hardware assemblies, adjustment or replacement of transitions, adjustment or replacement of end treatments, and daily traffic control costs. For proposals exceeding $50,000, bidders must submit a bid bond of at least 2 percent of the total bid amount issued by a surety authorized in Texas. Award will be determined by weighted evaluation criteria: Price (40 percent), Project Approach (30 percent), References and Qualifications (20 percent), and Project Timeline (10 percent). All work must conform to current applicable Texas Department of Transportation (TxDOT) specifications, standards, and details for MBGF, and the contractor must maintain at least one usable travel lane during roadway operations unless otherwise approved. The successful vendor must provide insurance certificates and payment and performance bonds prior to commencement of services in accordance with the District's Terms and Conditions for Minor Construction.

1.1. 1.1. .......................................................................................... SUMMARY
Tarrant Regional Water District is seeking proposals for Eagle Mountain Spillway Guardrail
Height Adjustment. Proposals are to be submitted through the Procurement Portal at https://procurement.opengov.com/portal/trwd
Proposals are due no later than 2:00 pm on Tuesday, October 20, 2026.
1.2. 1.2. ..................................................................................... BACKGROUND
The Tarrant Regional Water District (TRWD) has provided quality water to its customers, implemented vital flood control measures and created recreational opportunities for Tarrant
County residents and communities for more than one hundred (100) years.
TRWD is led by a publicly elected five (5) member board and owns and operates four (4) major reservoirs including Lake Bridgeport, Eagle Mountain Lake, Cedar Creek Reservoir and Richland
Chambers Reservoir. TRWD has constructed over two hundred and fifty (250) miles of water pipelines, multiple pump stations and a two-thousand-acre wetland water reuse project augmenting water supplies for the area. TRWD also maintains twenty-seven (27) miles of floodway levees and more than one hundred (100) miles of Trinity River Trails.
TRWD’s transmission pipelines, ranging in diameters of 72 inch through 108 inch, convey water from its water supply sources Richland-Chambers Reservoir, Cedar Creek Reservoir and Lake
Benbrook, through several lake and booster pump stations including balancing reservoirs along the way. The raw water is delivered directly to customer water treatment plants supplied by
TRWD’s pipelines, as well as to terminal storage reservoirs (Eagle Mountain, Lake Benbrook, and Lake Arlington) through pressure reducing outlets.

C. CONTRACT: Provided as a reference in the Vendor Submittal section.
3. 3. ......................................................................... SCOPE OF WORK
3.1. 3.1. ............................................................................................ PURPOSE
The Contractor shall furnish all labor, supervision, equipment, tools, materials, traffic control, and incidentals necessary to adjust the existing metal beam guard fence (MBGF) located along both sides of the roadway across the top of the dam to restore the existing metal-beam guard fence to its original nominal rail height of 28 inches above the adjacent finished roadway/shoulder surface. Existing posts and rail elements are to remain in place where serviceable. Adjust rail vertically on the existing wood posts as necessary to provide a uniform
28-inch top-of-rail elevation. This work is intended as maintenance/restoration of the existing guard-fence system.
Approximately 6,200 linear feet of existing guardrail is included in this project.
The existing guardrail height varies considerably along the project limits, generally ranging from approximately 24 inches to 30 inches, with the majority of the rail measuring approximately 27 inches.
The intent of this project is to raise and realign the existing guardrail to a nominal height of 28 inches, measured in accordance with the applicable current Texas Department of
Transportation (TxDOT) requirements, while retaining serviceable existing components wherever practical.
Request For Proposal #26-185 12
3.2. 3.2. ........................................................................APPLICABLE STANDARDS
All work shall conform to the current applicable TxDOT specifications, standards, and details for
Metal Beam Guard Fence (MBGF), including applicable requirements for:
• Guardrail height and alignment;
• W-beam rail elements;
• Posts;
• Splices, bolts, nuts, washers, and hardware;
• Rail-to-post connections;
• End treatments and transitions; and
• Installation tolerances.
Where existing conditions prevent adjustment to the required configuration, the Contractor shall notify the Owner before modifying or replacing the affected components.
3.3. 3.3. .......................... PRE-CONSTRUCTION INSPECTION AND FIELD VERIFICATION
Prior to beginning construction, the Contractor shall inspect the entire guardrail system and verify existing field conditions.
The Contractor shall:
• Measure and document existing guardrail heights throughout the approximately 6,200-foot project limits.
• Identify locations where existing posts, rail elements, hardware, transitions, or end treatments are damaged, deteriorated, improperly installed, or otherwise unsuitable for reuse.
• Determine the appropriate method of raising the rail at each location.
• Identify locations where existing bolt holes or post configurations will not permit proper adjustment.
• Notify the Owner of conditions requiring component replacement beyond normal adjustment work before proceeding with such replacement.
Existing guardrail components determined to be structurally sound and compatible with the required finished installation should be reused whenever practical.
Request For Proposal #26-185 13
3.4. 3.4. ........................................................... GUARDRAIL HEIGHT ADJUSTMENT
The Contractor shall raise the existing metal beam guard fence along both sides of the dam roadway to provide a finished rail height of 28 inches.
Height shall be measured from the applicable finished roadway or ground reference established by the governing TxDOT standard to the top of the W-beam rail.
The work may include, but is not limited to:
• Loosening and repositioning existing W-beam rail;
• Adjusting rail-to-post connections;
• Utilizing appropriate existing or new mounting locations;
• Raising, resetting, or replacing posts where necessary;
• Replacing bolts, nuts, washers, and other hardware where existing hardware cannot be properly reused;
• Correcting rail alignment;
• Correcting improper rail laps or connections encountered during the work;
• Reconnecting rail sections;
• Adjusting transitions; and
• Restoring the guardrail to a continuous, properly aligned installation.
3.5. 3.5. ........................................................ POSTS AND EXISTING COMPONENTS
The intent of the project is to retain the existing posts where they are serviceable and can accommodate the required rail height.
Where an existing post cannot accommodate the required adjustment, the Contractor shall provide an appropriate corrective method consistent with the applicable TxDOT standard.
Posts that are severely deteriorated, improperly positioned, or otherwise incapable of supporting a compliant guardrail installation shall be identified to the Owner for replacement.
Any replacement posts, W-beam sections, or hardware shall be compatible with the existing guardrail system.
3.6. 3.6. .................................................................................. RAIL ALIGNMENT
In addition to achieving the required height, the Contractor shall provide a reasonably uniform and continuous guardrail profile.
Request For Proposal #26-185 14
The completed guardrail shall:
• Maintain proper height;
• Follow the roadway profile;
• Be free of unnecessary abrupt vertical changes;
• Maintain proper longitudinal alignment;
• Have properly connected and tightened splices;
• Have properly oriented rail laps; and
• Be securely attached to posts.
Adjustment shall not result in excessive waviness, twisting, binding, or deformation of the W-beam rail.
3.7. 3.7. ...................................................... END TREATMENTS AND TRANSITIONS
Existing end treatments, bridge or structure transitions, and other specialized guardrail assemblies shall not be altered solely for purposes of achieving the 28-inch rail height unless adjustment is required by the applicable standard or specifically authorized by the Owner.
If raising the adjacent guardrail creates an incompatible transition or other condition affecting the proper operation of an existing end treatment or transition, the Contractor shall notify the
Owner before proceeding.
3.8. 3.8. ........................................................ TRAFFIC CONTROL AND SITE ACCESS
The dam roadway may remain operational during portions of the work.
The Contractor shall provide appropriate temporary traffic control necessary to safely perform the work and protect employees, Owner personnel, motorists, and the public.
Unless otherwise approved by the Owner, the Contractor shall maintain at least one usable travel lane through the work area when roadway access is required.
Construction equipment and materials shall not obstruct access to dam facilities, gates, instrumentation, drainage structures, or other critical infrastructure.
3.9. 3.9. ............................................................. PROTECTION OF DAM FACILITIES
Because the work is being performed on the crest of an operating dam, the Contractor shall exercise particular care to prevent damage to the dam, roadway, embankment, drainage features, utilities, instrumentation, electrical facilities, and other infrastructure.
Request For Proposal #26-185 15
No excavation, post driving, drilling, or other subsurface disturbance outside the existing guardrail installation shall occur without prior authorization from the Owner.
Any damage caused by the Contractor shall be repaired at the Contractor's expense to the satisfaction of the Owner.
3.10. 3.10. ........................................................................................ MATERIALS
New materials required to complete the adjustment shall be galvanized where required.
Replacement hardware shall be new unless specifically approved otherwise.
Materials incorporated into the finished guardrail shall be compatible with the existing system and shall not create dissimilar or improper connections.
3.11. 3.11. .............................................. QUALITY CONTROL AND FINAL INSPECTION
Following completion of the adjustment, the Contractor shall perform a final inspection of the entire project limits.
The Contractor shall verify:
• Guardrail height;
• Rail alignment;
• Post condition;
• Rail-to-post connections;
• Splice connections;
• Bolt installation and tightness;
• Rail lap orientation;
• Transitions; and
• Overall completeness of the installation.
The Owner reserves the right to independently measure the completed guardrail.
Locations not meeting the required height, alignment, or installation requirements shall be corrected by the Contractor at no additional cost.
3.12. 3.12. ........................................................................................... CLEANUP
The Contractor shall remove all unused materials, damaged components, discarded hardware, debris, packaging, and construction waste generated by the work.
Request For Proposal #26-185 16
The roadway, shoulders, and adjacent dam areas shall be left clean and free of construction debris at the completion of each work area.
3.13. 3.13. ............................................................. MEASUREMENT AND PAYMENT
The primary work shall be measured by the linear foot of existing metal beam guard fence successfully adjusted to the required height, complete in place.
The approximately 6,200 linear feet is an estimated quantity and shall be field verified.
The Contractor's unit price shall include normal labor, equipment, tools, traffic control, loosening and resetting rail, adjustment of existing connections, minor hardware replacement, and other incidental work necessary to complete the height adjustment.
Components requiring substantial replacement due to pre-existing damage or conditions outside the normal scope of height adjustment may be handled as separate bid items or authorized additional work.
Separate unit-price items to include:
• MBGF height adjustment – per linear foot;
• Replacement W-beam rail – per linear foot;
