NATIONAL DATA BUOY CENTER (NDBC)

Technical Specifications

FOR THE DESIGN OF A WIND GENERATOR SYSTEM

SCOPE

The National Data Buoy Center (NDBC) is seeking development of a Wind Generator System for use with NDBC’s Self Contained Ocean Observation Payload (SCOOP). The wind generator system will be used to augment NDBC’s Self Contained Ocean Observation Payload (SCOOP) power system to provide charging of the SCOOP Lithium battery in low or no solar insolation marine environments found in northern latitudes. Example buoy motion data are available upon request. The data are in Excel file format and contain observed values from one of NDBC’s buoys of wind speed and direction, air temperature, wave height, direction, and period, and buoy tilt. Other information about NDBC’s SCOOP system is attached at the end of this statement of work.

NDBC is seeking to purchase two (2) of the systems for NDBC test and evaluation. Additional purchases will be based on the evaluation of the initial two systems. The wind generator system must meet technical requirements in Table 1, design process requirements of Table 2, and delivery schedule of Table 3.

REQUIREMENTS

Table 1 – Wind Generator System Technical Requirements

Req #
Description
1
System shall use a wind turbine of a vertical axis type
2
System shall have output voltage of 12.45 VDC, minimum and shall start at 5 M/s wind speed
3
System shall have output voltage of 26VDC Maximum (especially no load conditions)
4
System shall have a minimum charging current of 0.1 Amps at minimum of 12.45 VDC at 6 M/s wind speed
5
System shall have a maximum charging current of 5 Amps
6
System shall require no maintenance over three year period of operation at sea
7
System shall perform in salt spray or ocean wave splash environment
8
System shall survive 80 M/s wind speeds
9
System shall perform in -40°C to +50°C environments

Req #
Description
100
Vendor shall provide a system concept design review to NDBC
101
Vendor shall not proceed in the design process beyond requirement #100 until NDBC approves the design concept
102
Vendor shall be open to visits from NDBC to vendor fabrication and/or design location(s) and facilities
103
Vendor shall use a Computational Fluid Dynamics (CFD) process to validate the concept design and provide documented evidence of process and results
104
Vendor shall provide an update to NDBC on the design at about the 90% completion point of the design and prior to start of fabrication. The update shall include a written design description and theory of operation
105
Vendor shall not proceed beyond requirement 104 until NDBC approves and NDBC and vendor agree to any changes or modifications identified in requirement 104.
106
Vendor shall provide a first article system for NDBC review and approval prior to fabrication of the second article. NDBC approval will be based on inspection of the system that it meets requirements set forth herein.
107
Vendor shall schedule status update meeting with NDBC at 2-week intervals.
