A. Amendment 0001 to Request for Proposals (RFP) EA-133W-16-RP-4036 is hereby issued to answer questions received by offerors and make the appropriate changes to the RFP as a result of questions recieved.
**NOTE: The Government reserves the right not to answer all questions or those deemed not appropriate.**
1. Question: Reference RFP Section L, page 35- “the offeror shall provide information on no more than three (3) previous contracts whose effort was relevant to the effort required by this solicitation”.
Can 1 or more of the 3 previous contracts being cited include Past Performance of a proposed sub-contractor?
EA-133W-16-RP-4036
Answer: Yes, the appropriate language has been added to the RFP and is noted within this amendment.
2. Question: Reference Attachment II- Past Performance Information Form- “Method of Obtaining Past Performance:
(CPAR) (PAST PERFORMANCE QUESTIONAIRE)”
Are we correct to interpret this to mean that if a contract’s Past Performance evaluation is available in CPARs that a
Questionnaire is not required?
Answer: Yes, but the Offeror still needs to submit Attachment II for the reference.
3. Question: Reference RFP Section F.2, Period of Performance, page 20- “The base period of this contract is from July 28, 2016 or date of award, whichever occurs later, through 38 months thereafter.”
Although the new contract starts on July 28, 2016 or date of award, the current contract does not expire until September
27, 2016. Please clarify.
Answer: The two month overlap is to allow for a transition, if required. Option CLIN 0008 has been added to
Attachment IV- Pricing Spreadsheet to incorporate a transition.
4. Question: Reference Attachment IV – Pricing Spreadsheet, Ordering Periods 1, 2 and 3.
Since the contract is 38 months long, how many months are assumed to be in each Ordering Period?
Answer: Each Ordering Period is 12 months. The additional 2 months is to allow for a transition, if required.
5. Question: Reference RFP page 39, SECTION M- EVALUATION FACTORS FOR AWARD; M.3 CAR 1352.215-75
Evaluation Criteria (APR 2010),Technical Evaluation, “The Government will evaluate the offeror’s proposal in accordance with Section L.3 CAR 1352.215-70 PROPOSAL PREPARATION (APR 2010).”
Should this reference section L.1 on page 33 of the RFP instead of L.3 on page 36 [L.3 CAR 1352.233-70 Agency
Protests (APR 2010)]?
Answer: This should reference section L.1 and is corrected within this amendment.
6. Question: Where in the offeror/contractor’s response should such information regarding network ownership and access be provided for the government’s inspection…in the Volume II Technical Proposal per Section L in response to instructions relating to “The Offeror shall provide or demonstrate the ability to provide an inventory of assets for each and every mesonet or aggregator of mesonets for which it would provide the data to the Government described in the solicitation.”?
Answer: Yes, the Inventory of Assets should include information pertinent to provide a detailed explanation of the offeror’s inventory of assets for each and every mesonet or aggregator of mesonets.
7. Question: Section L, instructions for Volume III- Price Proposal mentions Section B. Schedule of Prices…there is not a
Section B included in the Solicitation Package.
Answer: The appropriate changes are made within this amendment.
B. As a result of the questions received, the following changes are made to Request for Proposals (RFP) #EA133W-16-RP-
4036:
Under Section L, L.1 CAR 1352.215-70 Proposal Preparation (APR 2010), Volume III - PRICE PROPOSAL, on page 36 of the RFP is changed-
From:

Under Section M, M.3 CAR 1352.215-75 Evaluation Criteria (APR 2010), Technical Evaluation, on page 39 of the
RFP is changed-
From:
“Technical Evaluation
The offeror’s Technical Approach will be evaluated based on their understanding of the requirements in the Statement of
Work in Section C. The Government will evaluate the offeror’s proposal in accordance with Section L.3 CAR 1352.215-
70 PROPOSAL PREPARATION (APR 2010). If the Offeror simply restates the requirements of the solicitation, the proposal will be deemed unacceptable as it does not demonstrate that the offeror has an understanding of the work to be performed. The Government reserves the right not to further consider technical proposals that are deemed unacceptable.”
