Questions from Vendors for AOC Relocation Services Solicitation Number: EA-133M-17-RQ-0048
1. We will undergo national criminal database background checks. Will this need to be done twice, in regards to the destination location? At who’s cost and what are the qualification requirements?
ANSWER: The background checks are only required for access onto MacDill AFB. There is no cost. See RFQ for requirements.
2. Are all vehicles and personnel entering the unknown destination location subject to random searches every time we enter the base?
ANSWER: Yes that is base security policy.
3. Does this project fall under GSA Schedule 48?
ANSWER: NO
4. It is understood that we will come up with the technical master move plan. That said, it was stated during the walk through that NOAA will provide instructions for packing certain items. Can we get the packing instruction expectations before the response date?
ANSWER: The requirement stands as stated within the RFQ
5. With respect to the bond requirement, please advise if you’re requiring a Performance and Payment Bond, or just proof of our liability coverages of $3,000,000.00? We carry a variety of coverages as will be shown on our Certificate of Insurance, but want to confirm exactly what the $3 million is to represent.
ANSWER: See Amendment 0002
6. Of the new facilities you’re looking at, do you anticipate there being a stair carry at any of the destinations? This could greatly impact the price.
ANSWER: There will be an elevator. The anticipation is that heavy equipment and large items will all be located on level one with no stair carry. There is a strong potential for some offices to be on the second level where a stair carry for any office equipment moved would be necessary
7. Can you estimate the total value of cargo for this project?
ANSWER: $15,000,000-$30,000,000. Please note, some of the equipment is one of a kind, custom built, and not replaceable.
8. For high value items in areas such as the Calibration Lab. Can we have certain departments create a list of those critical items, so we can better measure accountability and quality control?
ANSWER: A list will NOT be available prior to the quote response date.
9. Is our response a 10 page limit per volume, with a total 30 page limit? Or 10 pages total with all volume’s/?
ANSWER: 10 pages for the technical volume.
10. Can the Capability Statement be expanded to 20 pages to include a higher volume of technical information?
ANSWER: No.
11. Will you give us all a standard destination model that we can all bid on? ie. Just like the building you’re moving out of.
ANSWER: No, this information is unknown.
12. Will we have exclusive use to a loading area in the hanger?
ANSWER: Yes
13. Who is responsible for destination space planning?
ANSWER: A separate design contractor
14. Will we have ability to leave vehicles onsite overnight?
15. Can NOAA provide minimum / maximum number of phases the move may be scheduled for?
ANSWER: NO. NOAA has not identified a firm site or construction schedule. We anticipate the move will begin by March 1st and complete by June 30th.
16. Is Saturday an acceptable working day during the project?
ANSWER: Normal business hours are from 7-1600 M-F; however, the COR may authorize non-standard working hours as needed.
17. Can you provide a total value of all equipment and furniture being moved so that we can confirm insurance costs for the equipment being moved?
ANSWER: Same as question 7
18. During the walk-through, it became evident that there are quite a few unknowns with regards to what is being moved, and the PWS says that Attachments 1 and 2 constitute a “non-inclusive list of large, unique, and/or high dollar items.” Will NOAA provide a final list of items to be moved prior to the bid deadline, and if not, will NOAA work with the awardee to create a master list of items to be moved well in advance of the move (January/February)?
ANSWER: No. NOAA will work with the awardee to create a list of items requiring specialized packing, sensitive high dollar value equipment and other special handling items.
19. Will there be a method to determine if equipment being moved has any pre-existing faults or damage?
ANSWER: Yes.
20. Will delivery location have stairs, elevator, or all office and facilities located on ground level?
ANSWER: See number 6
21. Can you define “hard wall mounted items” that will not be moved as opposed to “soft wall mounted items” that will move?
ANSWER: Everything currently mounted on the walls not part of the facility infrastructure such as fire alarms or with electrical or plumbing hook ups that have not been disconnected for the move will be the responsibility of the vendor.
This includes but not limited to TVs, Display cases, white boards, large framed artwork (non personal).
22. Can large items such as props, engines, machine shop equipment be moved / transported on open flat bed vehicles / trailers?
23. Can NOAA provide a summary of background check requirements for contactor staff and sub-contractors for access to MacDill AFB?
ANSWER: See RFQ

ANSWER: No
25. The aircraft listed on the bid will be moved by NOAA, correct?
ANSWER: Yes.
