The Move Management Plan must be approved by the COR and KO prior to implementation and initiation of the physical relocation.

C. The contractor shall develop and submit an Inventory Management Plan to the government within ten (10) business days of government approval of the Move Management Plan. The government does not expect the contractor to maintain an exact inventory of office supplies, small equipment/parts, etc. The contractor shall maintain inventory of all large, unique, high-dollar items however and shall propose a solution to maintain accountability for the relocation of all government equipment and property. The Inventory Management Plan shall describe the contractor’s approach to developing and maintaining an inventory of all government equipment and property throughout relocation activities. The Inventory Management Plan must be approved by the COR and KO prior to implementation and initiation of the physical relocation.

D. The contractor shall demonstrate responsiveness to all government communications and participate in required meetings, including the Kick-Off Meeting and Progress Meetings, in accordance with the QASP.

E. The contractor shall furnish clean and sound vehicle(s) of sufficient size to accomplish relocation services in accordance with this PWS. H. The contractor shall provide all moving tools and equipment for completion of the relocation, including but not limited to hand trucks, dollies, wheeled carts, temporary floor protection, and personal protective equipment (PPE).

I. The contractor shall provide all moving pads, protective packing materials, and all other items deemed necessary for the safe and efficient transport of items to be moved.

J. The contractor shall collaborate with the Move Coordinator to appropriately identify and mark all equipment and inventory that will remain in place at MacDill AFB or be moved to the new facility; require special, government-directed packing instructions; be disconnected and/or disassembled by the contractor or by government personnel; and be reassembled and/or reconnected by the contractor or government personnel.

K. The contractor shall collaborate with the Move Coordinator and/or designated representative to ensure disconnection/or disconnect all necessary powered equipment (electrical and pneumatic) from current facilities.

L. The contractor shall collaborate with the Move Coordinator and/or designated representative to ensure disassembly/or disassemble all necessary government equipment and property.

M. The contractor shall adhere to written packing instructions completed by each AOC Branch Chief or his/her designee and provided to the contractor by the COR or Move Coordinator. The contractor shall also adhere to the following instructions for all items to be moved:

a. Remove, mark, package, and secure the contents of storage cabinets, file cabinets, spare part lockers, and other storage containers too heavy, fragile, or containing contents that can’t be adequately secured for direct transport.

b. Provide protective packing of delicate instruments and test equipment.

c. Ensure proper removal and relocation of very large, heavy metal-shop machinery (the government will be responsible for power removal and hook-up).

N. Provide all necessary boxes, crates, bags, protective plastic wrap, moving carts, and other items necessary for all equipment and property being moved by the government. The government estimates each employee will require between three (3) and ten (10) deep single wall corrugated fiberboard boxes/crates measuring 16” long x 16” wide x 16” width and capable of holding up to 95 lbs.

O. The contractor shall safely load all government equipment and property from MacDill AFB for transport to the new location.

P. The contractor shall safely transport all government equipment and property from MacDill AFB to the new location, ensuring all items are protected from weather conditions throughout transport.

Q. The contractor shall safely unload, transfer, and position (per government direction) all government equipment and property at the new location to designated rooms and positions.

R. The contractor shall remove all shipping materials from government equipment and property. The government will be responsible for unpacking all boxes, crates, etc. with office supplies, personal workstations, and lab parts and equipment.

S. The contractor shall collaborate with the Move Coordinator and/or designated representative to ensure reassembly/or reassemble and ensure reconnection/or reconnect government equipment and property as directed by the government.

T. The contractor shall ensure AOC MacDill AFB and new site facilities are clean following relocation and all relocation materials have been removed from the site by the contractor.

U. The contractor shall complete the move according to AOC’s move schedule to be provided and reviewed during the kick-off meeting.

Limited lists of items to be relocated, and those requiring special handling or moving equipment, are included in Attachments No. 1 and 2. The contractor is required to visit the current government site during the pre-award site-visit to gain an understanding of the equipment and property requiring relocation. The contractor is expected to pack, load, transport, unload, position, and unpack all government equipment and property currently located at MacDill AFB.

Furniture located within AOC office space at MacDill AFB facility will not be relocated to the new site unless otherwise specified and marked by AOC (or the contractor at the government’s direction). Equipment and property, including workstations, bookshelves, filing cabinets, etc., located within AOC lab spaces at MacDill AFB will be relocated to the new site; this excludes wall partitions located in AOC lab spaces. To the extent possible, the government will empty filing cabinets containing office supplies in order to expedite transport to the new AOC facility. If filing cabinets with office supplies cannot be emptied, the contractor shall employ necessary measures to ensure all filing cabinet drawers remain closed during transport. Filing cabinets unable to be emptied or containing lab-specific equipment and property must be handled according to AOC packing instructions. Measures employed to keep filing cabinet drawers closed shall not mark or otherwise cause physical damage. All filing cabinets shall be transported in an upright position.

The contractor is not responsible for the relocation of HAZMAT lockers, supply bins, cargo containers, freezer, accumulation site, and bulk storage container currently located at NOAA AOC facilities at MacDill AFB. The government and/or separate, contracted third-party personnel will be responsible for the relocation of all HAZMAT property and materials, and will coordinate with the moving service contractor as necessary regarding transfer schedule, use of government equipment, positioning at the new location.

Information Technology (IT) Local Area Network (LAN) equipment, personnel workstations, and personal office supplies (e.g., desktop towers and monitors, laptops, keyboards, personal office printers, office telephones) is expected to be packed, moved, and unpacked by AOC personnel. AOC staff also expects to be responsible for disconnecting/reconnecting all IT equipment, including but not limited to: desktop computers, docking stations, printers, plotters, fax machines, scanners, and computer room equipment. Any exceptions shall be agreed upon at the Kick-Off meeting and/or coordinated by the Move Coordinator.

Government employees being relocated will also be strongly encouraged to handle and transport breakable personal property themselves. However, if employees freely elect to allow the contractor to handle and transport breakable personal property, the contractor shall not be held responsible for any damage to the personal property that occurs during the moving process.

The removal of some items from the existing facilities will require special handling, such as disassembly (and subsequent reassembly), the use of stairs, and/or other special equipment and/or handling. These items have been identified to the extent possible in Attachment No. 2 of this PWS.

6. PROGRESS MEETINGS

The contractor and appropriate government personnel shall hold meetings as required to properly coordinate relocation activities and maintain clear and open communications. At a minimum, the following meetings are expected to occur:

A. Kick-Off Meeting. Within two (2) weeks after issuance of contract award, the contractor shall be notified by the KO to attend an on-site Kick-Off Meeting at MacDill AFB with the KO, COR/Move Coordinator, and government representatives. During this meeting, the KO and COR will review the scope of work and deliverable(s) and provide additional details on AOC’s move schedule (potentially phased); existing and new facility layouts; equipment and property inventory, packing instructions, and positioning and placement at the new site;

administrative and security requirements; communication protocols; change management procedures; invoice and payment instructions; and any other pertinent information.

B. Weekly Progress Meetings. The contractor, COR, KO, and other government representatives as deemed necessary will meet at least once per week throughout the period of performance to discuss planned and completed activities, review the move schedule, and address any government or contractor questions, concerns, or issues.

7. Period of Performance

The period of performance (POP) for NOAA AOC Relocation Services is one (1) year, beginning upon the date of contract award. All requirements and deliverables herein must be completed within the POP.

The government expects AOC’s new facilities to be available for progressive occupancy beginning March 1, 2017. AOC expects the move to therefore commence between March 1 and May 1, 2017 and conclude no later than June 30, 2017. Current facilities at MacDill AFB must be decommissioned by June 30, 2017 with all designated AOC personnel, equipment, or property removed from the site no later than that date.

Contractor development and government approval of the Move Management Plan and Inventory Management Plan are therefore expected to be completed prior to March 1, 2017. Packing, loading, transport, unloading, placement, and unpacking services are subsequently anticipated to be performed by the contractor between March 1, 2017 and June 30, 2017 according to an agreed upon move schedule.

8. HOURS OF OPERATION

The contractor shall perform services required under this SOW during the hours of 7:00AM through 4:00PM (0700-1600) EST Monday through Friday, except Federal Holidays or unless otherwise approved by the COR. The contractor shall provide the COR at least three (3) days notice if work is required on Federal Holidays and/or weekends.

9. CONTRACTOR IDENTIFICATION AND ACCESS REQUIREMENTS

Background Checks: The contractor must provide the COR with the following information/proof of information for all contractors providing services under this PWS required to be on-site at MacDill AFB under AOC authority:

Current Driver’s License

Vehicle Registration

Proof of Insurance

Email Address

Phone Number

Passport/Visa #, Expiration Date, Country of Issue (only required for contractors who are not U.S. citizens)

Upon receipt, AOC will submit contractor information to MacDill AFB in order for the Air Force to complete required Background Investigation(s). It is in the best interest of the contractor to “pre-screen” employees selected for entry onto the Installation because contractor badge requests will involve National Criminal Database Background Checks.

Contractor employees attempting to gain access to the Installation that have existing wants, warrants, etc., will be detained by the MacDill AFB Police until they are retrieved by the appropriate local authorities. Dismissal of contractor personnel for security reasons will not be considered a valid basis for requests for time extension.

Contractor Access: Contractor information must be submitted ten (10) days prior to the contractor requiring access to AOC existing facilities at MacDill AFB. Once information is received and approved by base security, it will be added to the MacDill AFB Base Access List (BAL). Access instructions will follow via email once approved.

Motor vehicle operators on MacDill AFB are prohibited from using cell phones and texting while operating a vehicle. Hands-free devices are mandatory and walkie-talkie cell phones are not considered hands-free. All contractor and contractor employee-owned vehicles must have valid state registration documents, proof of liability insurance documents and state safety inspection decal(s). All contractor employees operating vehicles must have valid state driver’s licenses. Weapons, drugs, or related paraphernalia may not be transported on-site to MacDill AFB or AOC’s new site TBD.

Contractor personnel may enter MacDill AFB through one (1) of two (2) gates, depending on the vehicle and purpose of the visit. Passenger vehicles may visit the MacDill AFB Visitors Center, which houses the Pass & ID Office, at the intersection of

West Marcum Street and Dale Mabry Avenue to gain access to the base. Moving vehicles and/or those carrying equipment must enter at the Tanker Way Gate off of Interbay Boulevard. All persons in contractor vehicles are required to show ID badges at the ID check stations. Contractor personnel that have not submitted the required forms through the COR will not be issued ID badges or granted access to MacDill AFB. All vehicles entering MacDill AFB are subject to random vehicle search procedures.

The contractor shall be working around existing buildings that are occupied. The contractor shall be provided access to those buildings identified as part of the relocation. The contractor shall not enter government buildings not identified as part of the relocation without prior approval of the COR. If additional building access is required during the execution of the work, the COR will notify the contractor’s point of contact and coordinate access as required. At no time shall the contractor be granted access to the NOAA facilities without a designated government representative or chaperone present.

Contractor Identification: All contractor personnel working under this contract shall be identified by a distinctive nameplate, emblem, or patch attached in a prominent place on an outer garment, which identifies them as an employee of the contractor.

Additionally, the contractor is responsible to provide identifying markings on its equipment for positive identification of ownership.

Activity Regulations: The contractor must ensure that personnel become familiar with and obey activity regulations including safety, fire, traffic and security regulations.

Contractors must keep within the limits of the work and avenues of ingress and egress.

Contractors must not enter any restricted areas unless required to do so and until cleared for such entry.

Personnel Entry Approval: The contractor is hereby notified that it must make necessary accommodations in its schedule to obtain MacDill AFB installation access approval materials described herein. Failure of the contractor to obtain installation access approvals will not be considered by the government as justification for increases to the contract price due to schedule delays.

10. SECURITY

Installation Threat Level: The Contractor shall comply with Department of Defense (DoD) Instruction 2000.12, (DoD Antiterrorism (AT) Program), with respect to the implementation of any security measures by the MacDill AFB Commander. The MacDill AFB Commander is responsible for choosing the proper response to progressive levels of terrorist threats by assigning respective installation threat levels. Measures implemented under the various levels of terrorist threats may impact the contractor’s normal operational approach to performance of the requirements and may require the contractor to implement measures to ensure that services are sustained during heightened security measures. In the event that MacDill AFB threat level is raised to a point where contractor access is denied, the contractor is responsible for contacting the KO for the purpose of documenting any time lost. The government will work with the contractor to make adjustments to the contract as deemed necessary to facilitate completion.

Implementation of Random Security Measures: The Contractor is advised that all personnel (military and civilian, contractor or government) entering DoD locations are required to abide by all security regulations and may be subject to random security checks. Contractor vehicles (contractor-owned and personal), contractor personnel, and their personal property are subject to search and contraband items are subject to seizure upon entering, while on and upon leaving MacDill AFB pursuant to active regulations.

Photography: Image-capturing is permitted under this contract exclusive to NOAA AOC facilities, equipment, and property. Image capturing of all other MacDill AFB and Air Force facilities, equipment, and property is not permitted unless formally requested by the contractor and authorized by the government.

11. SAFETY

Contractors, Subcontractors, and Personnel Contacts: The contractor shall furnish a list of contact personnel of the contractor and its subcontractors, including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.

Safety Communications: The contractor shall immediately notify the COR of any problems that may affect the work to be performed under this contract, present unsafe or unhealthy conditions and/or a cause or delay in work by contractor personnel.

Government facilities have been inspected for compliance with the Occupational Safety and Health Act (OSHA). No hazards have been identified for which workarounds have not been established. Should a hazard be subsequently identified, the government shall correct OSHA hazards according to base-wide government developed and approved plans of abatement taking into account safety and health priorities. The fact that no such conditions have been identified does not warrant or guarantee that no possible hazards exists, or that work around procedures will not be necessary or that the facilities as furnished will be adequate to meet the responsibilities of the contractor. Compliance with OSHA and other applicable laws and regulations for the protection of personnel is exclusively the obligation of the contractor. This includes the requirement for all appropriate safety training as required under OSHA and other applicable laws and regulations. Further, the government will assume no liability or responsibility for the contractor’s compliance or noncompliance with such requirements, with the exception of the aforementioned requirement to make corrections according to approved plans of abatement subject to base-wide or NOAA AOC priorities. The contractor shall comply with all OSHA requirements including providing contractor personnel with personal protective equipment (e.g., safety shoes, goggles, gloves, hardhats, etc.). The government is not responsible for providing any personal protective equipment to the contractor or to contractor personnel.

The contractor shall maintain safety and health standards consistent with all applicable federal, state, local, and OSHA, fire prevention, and health programs. The contractor shall report all accidents and incidents, including occupational illnesses and injuries, encountered while performing work under this contract. Reports shall be made to the COR as expeditiously as possible, but not more than one (1) hour following the incident or accident.

No Smoking Policy: Smoking is prohibited within and outside of all buildings on the MacDill AFB and the new AOC office facility except in designated smoking areas. This policy applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The COR will identify designated smoking areas.

12. DAMAGES

Reporting of Damages: The KO will provide a written list of items found to be damaged and/or lost during the move to the contractor within 15 working days after completion of the moving services. This list shall include equipment, furnishings, and building finishes, such as walls, carpet, etc., as well as damage to grounds such as shrubs, lawns, etc.

Repairs: Except when loss and/or damage arises out of causes beyond the control and without the fault or negligence of the contractor, the contractor shall assume full responsibility for any and all items or property lost and/or damaged as a result of the contractor’s activities required under this contract. The contractor and the KO or the COR shall visually inspect the damaged item(s). All damages to government property caused by the negligence of the contractor’s vehicles, equipment, or personnel during the performance of the work shall be repaired by the contractor or by the government at the contractor’s expense, as determined by the KO. If repaired by the government, any funds due to the government may be deducted from the contractor’s final invoice payment. The contractor will be advised in advance of any such deduction. Contractor repair or replacement of the item shall be completed within the time frame specified by the KO.

13. UNACCEPTABLE PERFORMANCE

If contractor-provided Relocation Services do not conform to the requirements set forth in this PWS, the government may require the contractor to perform the services again in conformity with PWS requirements at no additional cost to the government.

14. CERTIFICATION AND ACCEPTANCE

Upon completion of the work described herein, the COR will perform final inspection.

Upon completion of final inspection, the COR will notify the KO if any issues remain related to satisfactory performance of the work, lost or damaged property. If it is determined that the work has been satisfactorily completed and all issues have been addressed to the satisfaction of the COR, the KO will provide written notification to the contractor that the terms of the contract have been satisfactorily addressed.
