NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT
The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Western Environmental Technology Laboratories, Inc. DBA: WetLabs, 620 Applegate Street, Philomath, OR 97370, using the procedures in FAR Part 13, to provide repair, refurbish and calibration services for Water Quality Monitor (WQM) Sensors. The water quality monitoring service that is being requested is in direct support of the Chesapeake Bay Interpretive Buoy System (CBIBS). These specifications describe the need by the NOAA, National Marine Fisheries Service (NMFS), Office of Habitat Conservation (OHC), NOAA Chesapeake Bay Office (NCBO) in furtherance of its assigned mission areas and support for the CBIBS. The NCBO would like to have up to 15 existing Wetlabs Water Quality Monitoring (WQM) sensors repaired, refurbished and calibrated. The repair, refurbishment and calibration of the existing WQMs will occur as needed over a twelve (12) month period from date of task order award. Using or even considering using another source for this work, if another source could be found, is not possible as the system is proprietary to WetLabs. It has a very limited market and is unique to this company’s product and services. It is a key tool used for the CBIBS. It is imperative to have this system operating correctly and accurately in order to maintain emergency readiness within the NOAA/NMFS/OHC. It is necessary to procure these services. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source.
The North American Industry Classification Code (NAICS) for this acquisition is 334519, Other Measuring and Controlling Device Manufacturing, with a business size standard of 500. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 1000 EST on January 12, 2016. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to Jerrad Novelly at jerrad.novelly@noaa.gov by 1000 EST on January 12, 2016.
