Statement of Work For Instrumented Sheave and Cable Counter

NCNJ5000-15-01784

1. GENERAL

The NOAA’s Navigation Response Branch requires Instrumented Sheaves to measure cable out for use on 30’ vessels and a 57’ vessel to support shallow water hydrographic surveys.

2. OBJECTIVE

The objective of this solicitation is to procure two cable counter systems. The first cable counter system shall include an instrumented sheave with a root diameter in the range of 16” – 24”, for use aboard the NOAA R/V Bay Hydro II (See CLIN0002). The second cable counter system shall include an instrumented sheave with a root diameter in the range of 14” – 16”, to be used aboard a NOAA Navigation Response Team (NRT) vessel (See CLIN0001). The Navigation Response Branch is seeking the option for up to five additional systems with 14” – 16” instrumented sheaves for the remaining NRT vessels (See CLIN0003 and CLIN0004).

3. SPECIFICATIONS

The evaluation criteria will use the following capabilities and characteristics. Each specification below applies to all systems unless specifically stated otherwise.

3.1 All components of the systems shall be designed for use in the marine environment.

3.2 All components of the systems shall be production units of the current year production model and not a prototype or one-of-a-kind system.

3.3 All components of the systems shall be new Equipment ONLY; All items must be covered by the manufacturer's warranty. NO remanufactured or "gray market" items (all equipment must be sold by authorized vendors).

3.4 The systems shall be designed to handle the stresses and loads associated with towed side scan operations: side scan sonars used in this mission may weigh up to 120 pounds, may be towed with up to 200 feet of cable out, at speeds up to 12 knots.

3.5 The root diameter (measured where the cable is designed to rest) of the first sheave (CLIN0002) shall be in the range of 16” – 24” and shall not be less than 16”; this sheave shall have a safe working load of up to 1500lbs. The root diameter of the second sheave (CLIN0001) shall be in the range of 14” -16” and shall not be less than 14”. Any subsequent systems purchased under contract option as discussed in Section 5 – Option Clause, of this SOW and CLIN0003 and CLIN0004 of the solicitation, shall also have a root diameter in the range of 14” to 16” and shall not be less than 14”.

3.6 Communication between the sheave and the controller/display shall be via cable.

Wireless communication as an option is acceptable. Wireless communication as the ONLY mode of communication between the sheave and the controller/display is unacceptable.

3.7 The first cable counter system (CLIN0002) shall be capable of operating with as much as 100’ of cable between the sheave and the controller/display. If signal attenuation at this length is a concern, then use of a repeater or other device to amplify the signal is acceptable, provided that this amplifying device is included, quoted in the price, and written documentation for the proper installation and use of the device is delivered with the system. The second cable counter system (CLIN0001) and any subsequent systems under contract option (CLIN0003 and CLIN0004) shall be capable of operating with as much as 50’ of cable between the sheave and the controller display. If signal attenuation at this length is a concern, then use of a repeater or other device to amplify the signal is acceptable, provided that this amplifying device is included, quoted in the price, and written documentation for the proper installation and use of the device is delivered with the system(s).

3.8 The control boxes shall be configurable for real-time communications to an acquisition system. The control box shall be switchable between EACH of the following data output formats without changing hardware:

-Serial (RS-232 and RS-485) -Ethernet (UDP and TCP/IP)

3.9 The systems shall be capable of writing cable out values to ASCII text file with simultaneous real-time output in accordance with ITEM 3.8 of this SOW. Vendor shall provide data output format definition and sample ASCII text message strings with their bids.

3.10 Cable out values shall be configurable for Metric units.

3.11 The systems shall be capable of measuring cable out, at a minimum, to the nearest 1/10 meter.

3.12 Provide a minimum of 100’ of cable (CLIN0002) and a minimum of 50’ of cable (CLIN0001, CLIN0003, CLIN0004) to connect the instrumented sheave to the controller/display box.

3.13 Provide hardware and software operations manual in Adobe PDF format.

3.14 FOB delivery of the system within 60 calendar days from notification of contract award.

4. QUALITY ASSURANCE PROVISIONS

The government reserves the right to perform any test deemed necessary to assure compliance to requirements listed in Section 3 - Specifications. The Vendor shall also provide customer/technical support information in the event of a problem and be available via email Monday - Friday, 8:00 a.m. - 5:00 p.m. eastern time

5. OPTION CLAUSE

The Navigation Response Branch reserves the right to exercise options to purchase up to five additional cable counter systems utilizing the 14” – 16” metered sheave (CLIN002 and CLIN004).

6. DELIVERY

Equipment shall be delivered to:

Christopher Hare NOAA Navigation Response Branch 1315 E West Hwy Room 6334 SSMC 3, 6th FL Silver Spring, MD 20910 301-713-2730 x 172

7. SECURITY

The Assessment and Authentication (A&A) requirements of Clause 48 CFR 1352.239-72 do not apply, and a Security Accreditation Package is not required. The contractor will not access, store, process, or transmit any government privileged information.
