About this file
This is a Sole Source Justification for a firm fixed price purchase order awarded to Bell-Texton (CAGE Code 692G5) by the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division. The contracting activity is located at 110 Vernon Avenue, Panama City, FL 32407-7001. The justification authorizes a sole source purchase conducted under simplified acquisition procedures with a total dollar value above micro-purchase levels but not exceeding the simplified acquisition threshold.
The contract requires Bell-Texton to provide propeller blade and bearing units for the Landing Craft Air Cushion 100 (LCAC100) class hovercraft. Specific deliverables include: inspect and match balance four Propeller Blade & Bearing Units (Part Number 8879898-001); inspect and match balance six units (Part Number 8879898-002); inspect and depot repair ten units (Part Number 8879898-003); and develop and procure one Non-slip Erosion Coating Kit (Part Number TBD). The justification cites FAR 6.302-1(a)(2)(iii)(B), establishing that Bell-Texton is the only responsible source capable of modifying the bare propeller units to comply with NAVSEA drawing 245-8879898 Rev A specifications. The vendor's location is listed as 107 Leda, E Broussard St, Broussard, LA 70518. The critical nature of these repairs—necessary to prevent damage to propeller blades and injury to Navy personnel—and the vendor's status as the original equipment manufacturer and prospective official Naval Supply Depot Overhaul Point support the sole source determination. No additional market research was conducted as substituting alternative vendors is impracticable, and the contracting officer determined the order represents best value and lowest overall cost to meet government needs.

Subj: SOLE SOURCE JUSTIFICATION FOR PURCHASE OF LANDING CRAFT, AIR CUSHION 100
(LCAC100) CLASS PROPELLER BLADE & BEARING UNITS
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”
This is a sole source justification. Contracting activity is the Naval Sea Systems (NAVSEA) Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001.
2. Nature and/or description of the action being approved.
This action will award a firm fixed price (FFP) purchase order, on a sole source basis, to Bell-Texton, Commercial and Government Entity (CAGE) codes: 692G5 for the Propeller System of the first of class LCAC100 hovercraft.
3. A description of the supplies or services required to meet the agency’s needs.
The contractor shall perform the following services:
a. Inspect and match balance QTY: 4 Propeller Blade & Bearing Unit, Part Number: 8879898-001
b. Inspect and match balance QTY: 6 Propeller Blade & Bearing Unit, Part Number: 8879898-002
c. Inspect and depot repair QTY: 10 Propeller Blade & Bearing Unit, Part Number: 8879898-003
d. Develop and procure QTY: 1 Non-slip Erosion Coating Kit, Part Number: TBD
The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold.
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C.
2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(B).
Pursuant to FAR 6.302-1, the LCAC100 class Propeller Blade & Bearing Units are delivered “bare” from the original equipment manufacturer (OEM), and require aftermarket modifications to become the fully configured Propeller Blade & Bearing Unit in-accordance with NAVSEA drawing; 245-8879898 Rev A. Bell-Textron Inc., CAGE: 692G5 located at 107 Leda, E Broussard St, Broussard, LA 70518 as the original equipment manufacturer is the only vendor qualified to provide these fully configured Propeller Blade and Bearing Units to the shipbuilder’s production line for the LCAC100 class hovercraft. The successful completion of this contracting effort will deliver critical spare parts to the first of class hovercrafts preparing Initial Outfitting Test & Evaluation (IOT&E) deployment; as well as qualifying the vendor as the official Naval Supply (NAVSUP) Depot Overhaul Point (DOP) for the LCAC100 class Propeller Blade & Bearing Units. Use of an alternate source to repair these propeller blades and bearing units may introduce new or change existing parameters that may not only damage the blades but may the also injure US Navy personnel. Therefore, it is imperative that these critical repairs are completed by Bell Textron, the OEM of these propeller blades and bearing units.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
This requirement will be synopsized on SAM.Gov per FAR 5.2. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 4 above to substitute any other vendor.
7. Any other facts supporting the justification.
None.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, Bell-Textron Inc. CAGE: 692G5 is the only qualified vendor with the resources and capability to deliver first of class LC100 Propeller Blade & Bearing Units.
