Arizona Department of Emergency & Military Affairs Three Fire Station Additions

Year Completed: 2022 Relevance: On-Call, Municipal, Architecture, Additions, Remodel, Interior Design

Camp Navajo Fire Station Project Budget: $1,999,963 Size: 4,089 SF Picacho Aircraft Rescue and Fire Fighting Project Budget: $1,999,994 Size: 5,416 SF Silverbell Aircraft Rescue and Fire Fighting Project Budget: $1,999,994 Size: 4,000 SF

This project consisted of the remodeling and additions to three fire stations for the Army National Guard on different military bases.

These three additions included apparatus bays, living quarters and administrative spaces. Camp Navajo Fire Station was in northern Arizona, and required a design that considered the harsh winter climate. The remaining two are considered Aircraft Rescue and Fire Fighting Facilities (ARFF) located alongside airfields.

These projects started in the midst of the pandemic. We worked together effectively as a team virtually when in-person meetings weren’t possible. Now, we have the tools and experience to collaborate productively even when we can’t meet face-to-face.

City of Goodyear Fire Station 183 Remodel

Project Budget: $6,390,410 Year Completed: 2024 Size: 13,520 SF Relevance: On-Call, Architecture, Municipal, Remodel, Interior Design

Mary Ann Modzelewski Principal-in-Charge

Jon Hahn Project Manager

Anna Cochran Interior Designer

The existing fire station, built over 20 years ago, no longer met current operational and safety standards. The Goodyear Fire Department’s goal for this project was to modernize the facility to align with today’s fire station design standards and improve the health and well-being of the firefighters, ensuring a safer and more efficient working environment.

Research shows firefighters face a higher cancer risk due to exposure to smoke and hazardous chemicals. To reduce this risk, DWL worked with Fire Chiefs to design the facility with best practices for limiting exposure. Contaminated Personal Protective Equipment is restricted to one area before decontamination, and decontamination showers are placed between the apparatus bays and living quarters to prevent contaminants from entering living spaces.

City of Scottsdale McCormick Stillman Railroad Park Ramada

Project Budget: $317,295 Year Completed: 2024 Size: 640 SF Relevance: On-Call, Municipal, Architecture, Addition

Mike Braun Principal-in-Charge

Michael Voorheis Project Manager

Anna Cochran Interior Designer

A new ramada was built to match the style of nearby structures at the McCormick Stillman Railroad Park. The team adapted the column design to address material delays and used LED fixtures to improve energy efficiency.

DWL started the project discussing with the owner what aspects were successful and what issues arose from the previous designs in order to prepare the documentation. During the project, DWL encountered unforeseen below-grade conditions, including several undocumented irrigation lines, as well as water and power lines within the excavation area.

As a result, DWL has recognized the need to better anticipate and plan for such unforeseen conditions in future projects.

City of Scottsdale Stadium Improvements

Project Budget: $14M Year Completed: Phase One:

2024; Phase Two completing in 2025 Size: Various Relevance: On-Call, Municipal, Architecture, Renovations, Interior Design

Mike Braun Principal-in-Charge

Jon Hahn Project Manager

Anna Cochran Interior Designer

This multi-phased project included an update to the master plan and stadium improvements.

Stadium functionality and the fan experience were improved by replacing underutilized seating with shaded, branded multi-use areas, expanding and modifying the left berm and completing the stadium circulation loop.

This was a complex project with multiple scope components within the stadium site.

DWL sorted many of these items into smaller projects that were executed as the owner obtained sufficient funding for each piece. We defined achievable scopes that aligned with owner budgets and appropriate construction timelines that minimally impacted the users.

The phasing allowed DWL to better align with a contractor’s construction sequences and schedule of activities. An example was an early site demolition and utility package, enabling the contractor to start work while interior packages were still in progress. We learned that flexibility in our documentation strategies is essential for meeting contractor and owner needs and ensuring projects are completed on time and within budget.

Town of Queen Creek Recreation and Aquatic Center

Project Budget: $68,500,000 Year Completed: 2025 Size: 68,671 SF Relevance: Municipal, Architecture, Interior Design

Mike Braun Principal-in-Charge

Mary Ann Modzelewski Project Manager

Anna Cochran Interior Designer

The Queen Creek Recreation and Aquatic Center includes an indoor recreation center with various sports courts (basketball, volleyball, pickleball), a fitness area, teen room, childcare and classrooms. The outdoor aquatic center includes a zero-depth entry play pool, competition/lap pool, lazy river and slides.

We encountered lead times of up to a year to procure electrical gear and transformers, which are essential for building startup and testing. Coordinating with utility companies and electrical equipment suppliers and manufacturers requires significant time and effort. Similarly, coordinating natural gas utilities is critical, especially when using gas-fired boilers and water heaters. Ensuring gas availability at the site can be a limiting factor if hot water is required when the facility opens. DWL carefully planned and created schedules that accounted for the time needed to procure and coordinate utilities and equipment, helping to mitigate delays and ensure a successful completion.

Maricopa County Anthem Property Assessment

Project Budget: $74,000 Year Completed: 2024 Size: NA Relevance: On-Call, Municipal, Architectural Assessment

Cain Garcia Project Manager

The Anthem Property Assessment was an evaluation for Maricopa County of an existing commercial property, which they were considering purchasing and converting into a library.

In our assessment, DWL utilized the industry-standard framework from ASTM E2018-15, the Standard Guide for Property Condition Assessments, to create a tailored evaluation that met client-specific needs. Drawing on our expertise in Maricopa County facility standards, we identified deficiencies and risks relevant to the County’s requirements. We provided a detailed breakdown of costs, along with recommendations that supported the building’s anticipated purpose.

City of Glendale Adult Center TI

Project Budget: $2,207,041 Year Completed: 2023 Size: 14,500 SF Relevance: On-Call, Municipal, Architecture, Renovation, Interior Design

Sean Warfield Project Manager

Anna Cochran Interior Design

As part of DWL’s On-Call Professional Services Agreement, the City of Glendale had DWL program, design and provide construction administration for the 14,500 SF tenant improvements on the Second Floor of an existing undeveloped shell space.

Although the City provided the design team with a full set of record drawings, DWL considers site verification to be a standard practice to ensure accurate background plans and a full understanding of existing conditions.

During our site visit, we identified critical field issues affecting the new tenant improvements, including wall and MEP deviations, floor cracks, and deteriorated systems due to inaccurate drawings and an unconditioned shell space.

We were able to take these found adverse field conditions as part of our design approach considerations and address them as part of our Construction/Bid Documents in advance to the contractor. This avoided costly change orders and impacts on the project schedule.

City of Tempe Municipal Operations Center Phase 1

Project Budget: $46,000,000 Year Completed: 2023 Size: 37,907 SF Relevance: Municipal, Architecture, Interior Design

Mike Braun Principal-in-Charge

Kiyomi Kurooka Project Manager

This is the first phase of the Tempe Municipal Operations Center (TMOC), a 22-acre campus to centralize city operations. Phase 1 includes a two-story Municipal Operations Center with parking canopies, rough grading and underground drainage. It consolidates operations from Priest Yard, Hardy Yard and Traffic Yard into a single facility, featuring meeting rooms, shops, warehouse space, administrative offices and staff facilities.

This project was one of three pilot initiatives for the City of Tempe to test the adaptation of the International Green Construction Code (IGCC). Compliance with the IGCC played a key role in enhancing the well-being of the staff. A standout feature is the abundant natural light that fills most circulation and occupied spaces, meeting one of the IGCC’s key requirements.

This natural light transforms even a simple walk through a warehouse corridor into a pleasant experience. Additionally, the project incorporated enhanced acoustic mitigation.

Given the constant flights from the nearby Sky Harbor Airport, the administration spaces remain quiet, providing a calm and productive environment.

When a project is awarded to DWL, the design team meets to review the scope and deliverables.

We conduct a site visit to perform due diligence, followed by a meeting with stakeholders to clarify expectations. Typical project deliverables include construction drawings and specifications, with additional items such as reports provided as needed based on project requirements.

Approach to Managing On-Call Projects

DWL brings extensive experience with on-call contracts and offers ADOA the expertise needed for projects of any scale, from condition assessments and master plans to renovations and new construction. Many on-call contracts include infrastructure upgrades and remodels/tenant improvements of existing facilities, and we believe the following considerations are paramount to delivering successful on-call projects:

4. Once the State has accepted the Design schedule, demonstrate how your firm will manage and maintain the schedule dates.

With extensive experience on a wide range of project types, our team ensures timely completion by collaborating closely with owners and contractors to meet timelines. We create accurate schedules with clear milestones and regularly review progress to identify and resolve issues promptly, ensuring critical goals are met.

In collaboration with the project stakeholders, our design team will establish and finalize a project schedule and work plan, identifying each party’s responsibilities and deliverables for the project.

The work plan consists of a detailed schedule and denotes:

•Milestone deadlines with deliverable detailed list
•Work sessions
•Presentations (including public review)
•Owners’ review periods
•Quality control reviews management

In addition to weekly updates, the design team will prepare progress reports to summarize the project development at key milestones. DWL has a long history of successfully completing projects on time and can accommodate a tight schedule, if required.

A detailed schedule is updated by DWL monthly and distributed to the key stakeholders, so everyone is aware of not only the project’s status to date, but also what to expect in the coming weeks.

5. List standard turn-around time for design requests/changes, RFI’s, submittals, and differing situations that may impact time constraints.

Standard turnaround times for design requests/ changes, RFIs, submittals and other situations vary according to the size and complexity of the project and documentation being requested. Some items might only need one day to respond while others might need two weeks. DWL works closely with the contractor to ensure turnaround times do not adversely affect the schedule. There are minimum times allowed for DWL to respond to specific types of requests, but we are flexible and will work closely with the team to ensure construction stays on track.

6. Detail your firm’s quality control process related to specific plans, specifications and construction documents.

DWL’s quality control program establishes a standardized method for maintaining a high level of quality and consistency throughout project design, documentation (plans and specifications) and construction. Our team understands that quality control is just as important during construction as it is during the design process. Our program is a systematic approach to preparing, reviewing and documenting the project to ensure a quality result.

It is designed to promote effective communication among the various disciplines and the project owner through the completion of the project. Our goal is to meet every project requirement while striving to exceed the owner’s expectations of our team’s overall performance.

Quality Reviews are built into every project work schedule, and projects are reviewed at key stages throughout the project. Our reviewers are experienced professionals, either a Principal or senior personnel, who are not directly involved in the project. This provides a new pair of eyes with which to identify potential omissions or discrepancies in plans, specifications and construction documents before they become problems. The independent reviewer must be knowledgeable of the project specifics and owner requirements of the specific systems he/she is reviewing. Inter-disciplinary coordination reviews, which include the entire team, will be incorporated into the schedule as well.

9. On Design Drawings, are you able to use pictures or drawings with notes regarding tie-in points and locations?

DWL is able to utilize pictures, drawings and notes on design drawings. They are included, when necessary, to help explain the requirements of the design to the contractor.

10. Below is an example of the State’s response to a design drawing and the design professional’s response to the owner. Can your firm deliver this type of response deliverable?

Yes, DWL can respond to an owner’s comment as shown in the example. One way we do this is we set up a Bluebeam Session with the design drawings.

The owner can then input their comments and/ or questions. The design team can follow up with responses on the same document.

7. Procore Project Management Software usage is a requirement. Demonstrate how your firm plans to implement Procore on this On-Call contract?

DWL has extensive experience working in Procore.

We find it to be an extremely helpful tool for tracking activities during construction. Typically, the contractor hosts Procore, and the design team works with the contractor to provide documentation and respond to RFIs and submittals. For projects where ADOA is providing inspection services, ADOA has typically hosted Procore, and the DWL design team works within their Procore. If it is needed, DWL can also host Procore.

8. Does your firm use dimension on the construction drawings? Explain your firm’s design plans between scaling and dimensioning on Design drawings.

DWL includes clear and accurate dimensions on construction drawings to ensure precision during construction. Our standard on our design drawings is to include both scale and dimension, depending on the element of the plan. Example One below highlights both scale and dimension of the floor plan, while Example Two highlights the scale of a detail. The scale may be located either in the title block or the drawing title but will always be indicated.
